About this file

This is a Justification and Approval (J&A) document for other than full and open competition for a federal contract action.

The Defense Logistics Agency – Land, Warren (DLA-WRN) seeks to award a new firm-fixed-price contract to Milpower Source, a Commercial and Government Entity (CAGE), for the Enhanced Power Distribution Assembly (EPDA), National Stock Number (NSN) 1220-01-569-3615, part number M674-2 Rev / 13017970. The EPDA is used on the M150 Mortar Fire Control System and accepts vehicle electrical power while distributing it to the onboard Mortar Fire Control System (MFCS). The contract requires a base quantity of 31 units with an option quantity of 100% (31 additional units), totaling 62 units. The contract uses Army Working Capital Funds (AWCF) with an estimated maximum value redacted in the document.

The justification for limiting competition to a single source is based on the unique design and manufacturing requirements necessary to maintain part quality and compliance with the Performance Specification for MFCS EPDA. The Government determined that qualifying an additional vendor would require no less than $300,000 and additional time, with recovery of these qualification costs through subsequent competition infeasible within a reasonable timeframe. The Government possesses a build-to-print Technical Data Package and requires qualification prior to source approval. A Sources Sought Notice was posted on SAM.gov on March 11, 2025, closing March 26, 2025, which yielded one response from BHPE, LLC expressing interest in offering assistance. Market research found no viable alternative sources or equivalent items. The statutory authority cited is 10 U.S.C. § 3204(a)(1) as implemented by Federal Acquisition Regulation 6.302-1. Unless awarded to a small business, the contract will include small business subcontracting plan requirements and competition clauses. The document was signed by the Contracting Officer (Timothy A. Nichols, ZGBC) on April 30, 2025.

SPRDL1-25-R-0136 - JA-01027

Previous J&A: Not Available have delivered an item that meets the requirements outlined in the Performance Specification for Mortar Fire Control System (MFCS) Enhanced Power Distribution Assembly (EPDA) (PRF13017970). Requirements outlined within this performance specification include but are not limited to; environmental requirements (survivability), MFCS interface requirements, nuclear and chemical resistance requirements, and operation requirements (i.e. output power, thermal and over-voltage protections).

Due to the unique design and manufacturing requirements necessary to maintain part quality, the Government would need to locate and qualify an addition vendor(s) item.

(AMSC C).

Estimates the additional cost and time to qualify the item that would be no less than $300,000 and

The Government would not be able to recover, through subsequent competition, the duplication of costs involved to qualify additional source(s) within a reasonable time frame. At the current average usage rate of a current unit cost of

, and assuming 25% savings achieved through competition, the $ in annual savings would take close to years to offset the estimated $300,000 cost of qualifying another source.

The Government has a build-to-print Technical Data Package of the EPDA, meaning that the component’s design criteria is outlined in a fully defined specification that the government owns and controls. The Government requires qualification prior to source approval.

6. Efforts to Obtain Competition:

a. Effective competition: Due to the reasons cited in section 5 above, the Government is limiting the competition to the sources cited in section 2 above.

Notices required by FAR 5.201 will be posted.

b. Subcontracting competition: Unless the contract is awarded to a small business, the solicitation and resulting contract will include FAR clauses 52.219-8, "Utilization of Small Business Concerns"; 52.244-5, "Competition in Subcontracting"; 52.219-16, "Liquidated Damages--Subcontracting Plan;” and Defense Federal Acquisition Regulation Supplement (DFARS) 252.219-7003, "Small Business Subcontracting Plan (DoD Contracts)," to maximize small business opportunities and utilization.

7. Actions to Increase Competition: There are no known funding efforts in progress currently to increase competition for the EPDA. No contractors are in the process of being qualified at this time, nor will be prior to the contract award due to funding
