About this file

This is a Justification and Approval (J&A) document for other than full and open competition for a federal contract opportunity.

The Integrated Logistics Support Center Detroit Arsenal, through the Defense Logistics Agency - DLA Land Warren, proposes to award a new firm-fixed-price contract to DRS LLC (CAGE 24290) for the Circuit Card Assembly (CCA) Relay Board, NSN 5998-01-575-3005, part number 12496463. The CCA Relay Board is a critical component of the Digital Vehicle Distribution Box used on the Bradley Family of Vehicles to manage power distribution for key vehicle systems. The contract calls for a base quantity of 34 units with an option quantity of 34 units, totaling 68 units, using Army Working Capital Funds. The contract is justified under 10 U.S.C. 3204(a)(1), implemented by FAR 6.302-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements), citing DRS's unique technical expertise and proven manufacturing capabilities. The Government's Technical Data Package is incomplete and refers to DRS proprietary documents and software; the Government does not possess proprietary rights to the documents required to produce a competitive package. Reverse engineering is identified as the only viable path to increase competition, with an estimated cost of $4,850,000 covering requirement development and hardware design ($2,000,000), Reliability Assessment and Monitoring vehicle testing on three vehicles ($2,250,000), and development and validation of technical data ($600,000). A Sources Sought Notice was posted to SAM.gov on May 23, 2025, generating interest from three additional contractors: Artemis Electronics (Women Owned Small Business), BHPE LLC (Service Disabled Veteran Owned Small Business), and IPS Assembly (Small Business), though none have completed the Source Approval Process documentation. The procurement history includes prior contracts awarded to DRS Network & Imaging in 2020 and 2022 under the same authority. Unless awarded to a small business, the solicitation will include FAR clauses requiring small business subcontracting plans to maximize small business opportunities.

JUSTIFICATION AND APPROVAL

FOR OTHER THAN FULL AND OPEN COMPETITION

JA-01109 - SPRDL 1-25-R-0105

1. Requiring Activity: The Integrated Logistics Support Center Detroit Arsenal is the activity responsible for this action.

2. Contracting Agency: Defense Logistics Agency - DLA Land Warren (DLA-

WRN).

3. Description of Action: DLA-WRN proposes to award a New Firm-Fixed-Price contract to an offeror providing the product of DRS LLC, Commercial and Government Entity (CAGE) 24290, the approved source for National Stock Number (NSN) 5998-01- 575-3005, Circuit Card Assembly (CCA) Relay Board, using Army Working Capital Funds.

4. Description of Supplies/Services: The NSN 5998-01-575-3005, part number 12496463, Circuit Card Assembly (CCA) Relay Board, is used on the Bradley Family of Vehicles. The deliverable for th is contract is for a base quantity of 34 each, with an option quantity 34 each, making a total quantity of 68 each. The total maximum value of this contract is $ .

Acquisition Method Code (AMC):

3 - Acquire, for the second or subsequent time, directly from the actual manufacturer.

Acquisition Method Suffix Code (AMSC):

D - The data needed to produce this item from additional sources is not physically available.

5. Authority Cited: The statutory authority permitting other than full and open competition for this effort is 10 United States Code (U.S.C.) 3204(a)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

6. Reason for Authority Cited: The CCA Relay Board, a component of the Digital Vehicle Distribution Box (DVDB), plays a crucial role in the functionality of various systems within the Bradley Vehicle.

Overall, the CCA Relay Board ensures proper power management and distribution for key components within the vehicle, Only DRS has the requisite technical and engineering expertise to perform all efforts required to provide the CCA Relay Board. DRS has demonstrated unique and proven manufacturing capabilities to establish and maintain the processing control required to repetitively produce the Circuit Card Assembly Relay Board. The Technical Data Package (TOP) the Government has for the CCA Relay Board is incomplete and refers to DRS proprietary documents and software. The Government does not own proprietary rights to the documents that would be required to produce a competitive TOP.

. The

Due to the lack of technical data available on the CCA Relay Board, reverse engineering is the only recourse the Government could entertain to increase competition through development of a competitive TOP. The estimated cost to reverse engineer the CCA Relay Board is $4,850,000. This would cover various reverse engineering tasks such as: requirement development and hardware design ($2,000,000), Reliability Assessment and Monitoring (RAM) vehicle testing on three vehicles ($2,250,000), and development and validation of the TOP ($600,000). The nature of this hardware requires significant qualification testing and system level testing.

The Government would not be able to recover, through subsequent competition, the duplication of costs involved in reverse engineering the item to create a competitive TOP within a reasonable time frame. At the current average a current unit cost of $ , and assuming 25% savings achieved through competition, the $ in annual savings would take over to offset the estimated $4,850,000 cost of reverse engineering the item and validating a competitive

TOP.

Reverse Enaineerina Activity Costs

Requirement development & Hardware DesiQn $2,000,000.00 RAM Vehicle TestinQ - 3 Vehicles $2,250,000.00 Develop & Validate TOP $ 600,000.00

Total Cost for Reverse Enaineerina $4.850 000.00

7. Efforts to Obtain Competition:

a. Effective competition: Due to the reasons cited in Section 5, the Government is not pursuing competition for th is item. The notices required by FAR 5.201 shall be published, and any bids or proposals received shall be considered. Sole Source Notices required by FAR 5.201 will be posted.

b. Subcontracting competition: Unless the contract is awarded to a small business, the solicitation and resulting contract will include FAR clauses 52.219-8, "Utilization of Small Business Concerns", 52.244-5, "Competition in Subcontracting", 52.219-16, "Liquidated Damages--Subcontracting Plan"," and Defense Federal Acquisition Regulation Supplement 252.219-7003, "Small Business Subcontracting Plan (DoD Contracts)", to maximize small business opportunities and utilization.

8. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above.

9. Market Research: A Sources Sought Notice was posted to SAM.gov on 23 May 2025, and was open for 15 days.

Artemis Electronics - CAGE: 41JV4, Women Owned Small Business BHPE, LLC - CAGE: 9SWS7, Service Disabled Veteran Owned Small Business IPS Assembly - CAGE: 9VP58, Small Business

Information on becoming an approved source through the Source Approval Process (SAP) was sent to the interested contractors. To date, these documents have not been completed or returned. Artemis and IPS Assembly both could potentially provide this item but would have to undergo the source approval process. BHPE LLC did not provide any information about their capability to provide this item.

The U.S. Army Combat Capabilities Development Command Engineering completed web-based market research on 02 July 2025, searching for companies that have relay boards. There are multiple companies that have generic relay boards. Without testing the relay boards in the next higher assembly, Engineering is unable to determine if the relay boards would be a drop-in replacement for the DRS CCA Relay Board.

10. Interested Sources: To date additional sources have expressed interest as listed above in Section 9.
