JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
SPRDL 1-25-R-0081
1. Contracting Agency: Defense Logistics Agency - Land Warren (DLA-WRN).
2. Description of Action: DLA-WRN proposes to award a new Firm-Fixed-Price five-year long-term Indefinite Quantity Indefinite Delivery contract to an offerer providing the product of approved sources Jarp Industries, Commercial and Government Entity (CAGE) 8T716, or Hader Inc., CAGE 1 N365, for National Stock Number (NSN) 2590-01-231-2973, Cylinder Assembly, Actuating, Linear, using Army Working Capital Funds.
3. Description of Supplies/Services: The NSN 2590-01-231-2973, Jarp part number (PN) 1604178 or Hader PN Hl8310-009, Cylinder Assembly, Actuating, Linear, is a tow cylinder unique to the Heavy Expanded Mobility Tactical Truck (HEMTT) M984A2/A4. The deliverable for this contract is a minimum quantity of 36 each and maximum quantity of 900 each. The total maximum value of this contract is .

R - The data or the rights to use the data needed to purchase this part from additional sources are not owned by the Government and it has been determined that it is uneconomical to purchase them.
4. Authority Cited: The statutory authority permitting other than full and open competition for this effort is 1 O United States Code (U.S.C.) 3204(a)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
5. Reason for Authority Cited: The Linear Actuating Cylinder Assembly is commonly referred to as a linear actuator and is the main cylinder for the boom lift on the rear of the wrecker on the HEMTT M984A2/A4. Pressure from the vehicle's hydraulic compressor is transferred via hoses to the linear actuator. This pressure is used to extend and retract the linear actuator. This linear actuator is part of the retrieval tow system used to lift and lower the rear tire lift assembly for towing and recovery operations to assist other vehicles that have mobility issues in the field.
The Government does not have rights to the Technical Data Package (TDP) or specifications.
The linear actuator itself (PN 1604178) is a Jarp Industries product, and the Government does not own or have rights to any of the detailed technical data. This item is used as the Tow Cylinder for the HEMTT M984A2/A4 Wrecker. This linear actuator has undergone validation testing by Jarp to ensure its safety and performance for this application.
Since the Government does not own any of the technical data, the Government would have to reverse engineer the Linear Actuating Cylinder Assembly to determine all aspects of the linear actuator. A reverse engineering effort would include work to clarify and define a Linear Actuating Cylinder Assembly with the same fit, form, and function as the original. Design requirements should be broken down and clarified without any ambiguity. Technical information such as understanding the parameters to include types and load ratings of Linear Actuating Cylinder Assemblies, housing dimensions, and mounting dimensions. Next, Reliability, Availability, and Maintainability (RAM) testing would have to be completed. Testing would include accelerated life testing, cold and hot environments, salt spray, and maximum load operation testing.
After the qualification, the TDP) would have to be built so the part could be competitively sourced, and a source would have to be found.
The Ground Vehicle Systems Center (GVSC) Heavy Tactical Vehicle Sustainment Engineering Team has calculated that Reverse Engineering the HEMTT Linear Actuating Cylinder Assembly would be comprised of:
- Research and Development (R&D), including part design, development, and prototype;
- RAM testing, design verification/validation and vehicle integration testing; and
- TDP development, to procure competitively.
The Vehicle Integration, Design Verification, and Validation testing requires allocating a donor vehicle, installation of the linear actuator assembly, minimum number of miles driven on a test track, and post-test wear evaluation. The estimates provided are based on previously quoted Reverse Engineering projects for a similar item.
6. Efforts to Obtain Competition:
a. Effective competition: Due to the reasons cited in Section 5 above, the Government is not pursuing competition for this item. Notices required by FAR
5.201 will be posted.
b. Subcontracting competition: Unless the contract is awarded to a small business, the solicitation and resulting contract will include FAR clauses 52.219-8, "Utilization of Small Business Concerns"; 52.244-5, "Competition in Subcontracting"; 52.219-16, "Liquidated Damages--Subcontracting Plan";" and Defense Federal Acquisition Regulation Supplement (□FARS) 252.219-7003, "Small Business Subcontracting Plan (Do□ Contracts)," to maximize small business opportunities and utilization.
7. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above.
8. Market Research: A Sources Sought Notice was posted to SAM.gov on 19 December and was open for 14 days. One response - from BHPE LLC - was received.
The firm expressed its interest in participating in the acquisition upon solicitation issuance. The contract specialist informed BHPE that they could contact the Competition Management Office to apply to become an additional source through the Source Approval Program (SAP). The contract specialist provided the point of contact for the SAP to the vendors.
The Ground Vehicle Systems Center (GVSC) Tactical Vehicle Sustainment Engineer performed the following internet searches in November 2024 to find suitable competition for the Linear Actuating Cylinder Assembly.

Findings: When searching for alternatives, the engineer came across Grainger, Tractor Supply, Parker, and Higginson which offer industry solutions for linear actuators/hydraulic cylinders. The information provided on these websites was not sufficient to determine if they would serve as a suitable direct replacement for the current differential assembly provided by the OEM JARP used on the M984A2/A4 Wrecker. With the TOP and unique performance specifications being unavailable, it becomes extremely difficult to ensure compatibility.
This linear actuator has undergone validation testing by JARP to ensure its safety and performance for this application. It has been carefully integrated to work in tandem with the current hydraulic compressor and lifting configuration unique to the M984A2/A4 Wrecker.
If the technical information for the linear actuator on the HEMTT was made available, it would allow for more specific market research and potentially allow for competitive procurement to be an option.
9. Interested Sources: To date no additional sources have expressed interest in this item.
