About this file
Summary
This is a Justification and Approval for Other Than Full and Open Competition document from the Defense Logistics Agency - Land Warren (DLA-WRN) for contract SPRDL1-25-R-0080, a follow-on to previous contract SPRDL1-18-R-0189. The contracting action involves awarding a new five-year Firm Fixed-Price contract to Oshkosh Defense LLC (OSK) for a Transmission, Hydraulic, Vehicular component (NSN 2520-01-569-9921, Part Number 57K6821) used on the Palletized Loading System (PLS) A1. The deliverable consists of a minimum guaranteed quantity of five units with a maximum quantity of 125 units over the contract period. The acquisition is justified under 10 U.S.C. § 3204(a)(1) as a single-source procurement due to the Government's lack of ownership of technical data and specifications, the prohibitive cost of reverse engineering, and the unique modifications OSK has made to the transmission for PLS compatibility.
The justification establishes that competitive procurement is not feasible because the fully defined Technical Data Package (TDP) for the transmission assembly is proprietary to the manufacturer and unavailable for competitive purposes. OSK alone possesses the validated and tested transmission meeting all Government requirements after investing substantial resources in design, qualification, and durability testing. A Sources Sought Notice posted on December 19, 2024 yielded three responses; two firms (BHPE LLC and Lecusoft) expressed interest as resellers of new material, while MTP Drivetrain indicated willingness to provide remanufactured assemblies. The document includes certifications from the Sustainment Engineering Division Chief, Division Chief of Sourcing, Contracting Officer (Leah C. Bourdeau), and approval from the DLA Competition Advocate as of June 13, 2025. Prior contracts with OSK for the same item include SPRDL1-18-D-0147 (awarded August 30, 2018 for $5,837,107.50) and SPRDL1-17-C-0230 (awarded August 16, 2017 for $2,144,366.40).
