The fire extinguisher is a component of the automatic fire suppression system in the M1152A1 HMMWV Expanded Capacity Vehicle (ECV). The three-year long-term contract requires a minimum quantity of 48 units and maximum of 962 units per year, with a total estimated maximum contract value that is redacted. The authority for this single-source procurement is 10 U.S.C. § 3204(a)(1) under FAR 6.302-1. Market research conducted December 17, 2024 through January 3, 2025 using multiple sources confirmed no other suppliers of the approved parts exist. The procurement history shows continuous awards to Kiddie Technologies since 2009, including a long-term contract (SPRDL1-20-D-0132) awarded September 15, 2020, which expired September 15, 2023. Subcontracting competition requirements and small business utilization clauses will apply unless the contract is awarded to a small business. The Contracting Officer determined the fire extinguisher is a commercial product based on prior FAR Part 12 procurement procedures and established precedent. No interested sources have expressed interest in this item, and there are no plans to increase competition for future procurements.

(ii) Reviewed the results of recent market research undertaken to meet similar or identical requirements.

(iii) Queried the Government-wide database of contracts and other procurement instruments intended for use by multiple agencies available at https://www.contractdirectory. gov/contractdirectory/ and other Government and commercial databases that provide information relevant to agency acquisition.

The Contracting Officer made the determination that this fire extinguisher is a commercial product based on procurement history and its application. The prior award was made using FAR Part 12 procedures and the award is precedent setting in accordance with DFARS case 2020-D033 and DFARS 212.102(a)(ii)(A).
