About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for a Defense Logistics Agency - Land Warren (DLA-WRN) contract. The procurement involves acquiring 217 Housing Flywheel units (NSN 2815-01-248-2560, Part Number 8928647) for the M113 Family of Vehicles, with an additional 217-unit option, from Rolls-Royce Solutions America. The contract will be a Firm-Fixed-Price using Army Working Capital Funds, with the total maximum value redacted in the document.

The J&A cites 10 U.S.C. 3204(a)(1) as authority for sole-source procurement, noting that only Rolls-Royce has the requisite technical expertise for this specific flywheel housing. Market research, including a Sources Sought Notice posted on SAM.gov and web-based searches, found no alternative commercial vendors capable of meeting the precise technical requirements. The government lacks the Technical Data Package (TDP) and would incur significant costs to reverse engineer the component. The previous contract for this item was awarded to Penn Power Group on 04 August 2020 for $837,002.58, and this new procurement continues the single-source approach.
