About this file

This is a Justification and Approval (J&A) document for other than full and open competition for contract SPRDL1-24-R-0205. The Defense Logistics Agency - Land Warren (DLA-WRN) proposes to award a new Firm-Fixed-Price, Indefinite Delivery Indefinite Quantity long-term contract to Oshkosh Defense LLC for diesel engines with National Stock Number 2815-01-578-0468, part number 57K7253. The contract covers a guaranteed minimum quantity of three engines with an estimated five-year maximum quantity of 75 engines for the Heavy Equipment Transport (HET) M1070A1 vehicle, using Army Working Capital Funds.

The justification cites 10 U.S.C. 3204(a)(1) and FAR 6.302-1 authority for sole source procurement, arguing that only Oshkosh possesses the technical expertise and proprietary facilities to dress the Caterpillar C18 diesel engine for HET A1 compatibility. The dressed diesel engine represents more than 50% of the total kit cost, and the government lacks technical data packages or detailed specifications that would enable competitive procurement. Market research conducted through a Sources Sought Notice posted September 25, 2024, received no responses, and internet searches identified potential alternatives from Mack, Volvo, and Cummins but determined these could not be verified as suitable without extensive reverse engineering costing an estimated $49,975,000 and requiring significant lead time. The document includes procurement history showing three previous limited source contracts to Oshkosh totaling over $9 million since 2013, all under the same FAR authority.

SPRDL1-24-R-0205 (JA-00892)

Previous J&A: J&A SPRDL1-19-R-0054 the HET A1 or function in the same manner as the original equipment manufacturer sole-source part. Due to the lack of a TDP or in-depth specifications of the sole-source part, the validity of the researched dressed diesel engines for this procurement is extremely difficult to ensure.

Although several manufacturers make products that appear to be similar to the dressed diesel engine used on the HET A1, the lack of a TDP or detailed drawings for the HET A1 dressed diesel engine prohibit the engineer from knowing the exact specifications that must be met by a potential alternative. A wide range of dressed diesel engine volumes, configurations, and torque to horsepower ratios are available across the brands reviewed. However, the Government does not have access to all the detailed specifications of the engine, so it is not possible to determine if the commercially available engines would be a suitable alternative. Additionally, the current dressed diesel engine was chosen and configured by Oshkosh specifically for this vehicle, and integration and verification tests were conducted for this reason. The Caterpillar engine, dressed by Oshkosh, underwent rigorous testing to qualify it for military use in accordance with the NATO standards. Any other alternative would require integration and extensive testing to both qualify it for use and to mitigate potential risks , . Therefore, it can be concluded that this dressed diesel engine is custom for the application and should be identified as a sole-source item.
