About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the Defense Logistics Agency - DLA Land Warren. The procurement is for a new firm-fixed-price contract to Renk America LLC for a Cooling Fan (Impeller, Fan, Axial) used in AVDS-1790 diesel engines on military vehicles. The contract seeks 179 cooling fans with a 100% option for a total of 358, specifically designed for the V12-cylinder engine configuration of AVDS-1790 diesel engines used in military platforms.

Market research was conducted in June 2024, including a Sources Sought Notice on SAM.gov and web-based vendor research, which found no other manufacturers capable of meeting the specialized mechanical and spin-test requirements. The cooling fans are critical components that must withstand high-temperature environments and high-revolution operations. The contract includes provisions for small business subcontracting, and the government determined the anticipated cost to be fair and reasonable. The total estimated maximum value is redacted, but the procurement will be awarded under the authority of 10 U.S.C. 3204(a)(1) as a non-competitive acquisition due to the unique technical specifications of the required cooling fan.
