About this file
This is a Justification and Approval (J&A) document for other than full and open competition issued by the Defense Logistics Agency - Land Warren (DLA-WRN) for procurement SPRDL1-24-R-0202 (JA-00986).
DLA-WRN seeks to award a five-year firm-fixed-price contract for the Eyesafe Laser Rangefinder (ELRF) with Container, National Stock Number (NSN) 1240-01-716-4166, Part Number 13083232. The ELRF is a laser transmitter and receiver system used on M1A2 System Enhanced Package Version (SEPV) 2 and 3 Abrams Tank platforms to determine target distance and enable accurate cannon fire delivery. The contract minimum quantity is 36 units and maximum quantity is 960 units. The contracting agency proposes awarding to either Northrop Grumman Systems Corporation (Commercial and Government Entity CAGE 34860) or Hensoldt Optronics GmbH (CAGE C5393), the approved manufacturers. The estimated total maximum contract value is redacted. The procurement will use Army Working Capital Funds and is authorized under 10 U.S.C. 3204(a)(1) as an "Only One Responsible Source" acquisition. The document justifies single-source award based on the ELRF's source-control drawing requirements, unavailability of suitable technical data or manufacturing knowledge to permit competitive acquisition, and the prohibitive costs and timeline (estimated $5,025,000 and extended schedule) for reverse engineering a competitive Technical Data Package (TDP). The contractor must submit certified cost or pricing data. Market research identified L3Harris as pursuing qualification for a backward-compatible ELRF, but no other viable competing sources currently exist. No previous J&A exists for this procurement.

Previous J&A: N/A and No Other Supplies or Services Will Satisfy Agency Requirements.
5. Reason for Authority Cited: The ELRF is used on the M1A2 System Enhanced Package Version (SEPV) 2 and 3 Abrams Tank Platforms to provide accurate ranging data between the Abrams cannon and a target. It comprises a laser transmitter and receiver system. The part is a superior, high-performance eye-safe laser range finding sensor with exceptionally high-reliability that enables the U.S. Army’s decisive maneuver weapon systems with on-the-move overmatch capability to successfully range, engage and defeat enemy targets at standoff distances. The ELRF is a vital part of Gunner’s Primary Sight Assembly (GPSA) and interfaces with the Gunner’s Primary Sight Body, the Biocular Image Control Unit and the Thermal Receiver Unit.
This part must be acquired from a manufacturing source(s) specified on a source control or selected item drawing as defined by the current version of American Society of Mechanical Engineers (ASME) Y14.100. Suitable technical data, United States Government (USG) data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source art in the intended application. Although, by ASME Y14.100 definition, altered and selected items shall have an adequate TDP, data review discloses that required data or data rights are not in USG possession and cannot be economically obtained.
While the USG is the owner of the TDP, it does not have the pertinent data to enable a competitive procurement because the drawing does not disclose all information necessary to produce the ELRF. Northrop Grumman and Hensoldt are custodians of the TDP and the Original Equipment Manufacturers. They have committed the required resources to own the required tooling to manufacture this item. The ELRF was developed with mixed funding between USG, Northrop Grumman and Hensoldt.
Northrop Grumman and Hensoldt have tested and passed all qualification testing and obtained Government approval for the ELRF. They have the capability to manufacture, perform failure analysis, develop inspection and acceptance criteria for components, repair/rebuild and test the ELRF that meets USG requirements. In addition, Northrop Grumman and Hensoldt are required to comply with multiple specifications and pass extensive testing procedures outlined in performance specification for the ELRF, document number SC13058527.
In addition to the operations, functionality, compatibility, reliability, and interoperability tests, the ELRF shall meet the following engineering verification testing:
Range Performance with and without obscurants Range Accuracy Target Discrimination, False return rate Retention – shock and vibration, Retention – temperature
Note: This may not be a Government funded reverse engineering effort because Northrop Grumman and Hensoldt can produce enough ELRFs upon order. Thus, if any contractor decides to take on a reverse engineer effort and/or procure proprietary data, that contractor will be solely responsible for all the cost listed in the above paragraphs with little to no assistance from USG.
The USG would not be able to recover, through subsequent competition, the duplication of costs involved in reverse engineering the item to create a competitive TDP within a reasonable time frame. At the current average usage rate of units each year, a current unit cost of , and assuming 25% savings achieved through competition, the in annual savings would take over seven years to offset the estimated $5,025,000 cost to reverse engineering the item and to validate a competitive TDP.
6. Efforts to Obtain Competition:
a. Effective competition: Due to the reasons cited above, the Government is not pursuing competition for this item. Notices required by FAR 5.201 will be posted.
b. Subcontracting competition: Unless the contract is awarded to a small business, the solicitation and resulting contract will include FAR clauses 52.219-8, "Utilization of Small Business Concerns"; 52.244-5, "Competition in Subcontracting"; 52.219-16, "Liquidated Damages--Subcontracting Plan"; and Defense Federal Acquisition Regulation Supplement (DFARS) 252.219-7003, "Small Business Subcontracting Plan (DoD Contracts)", to maximize small business opportunities and utilization.
7. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above.
8. Market Research: A Sources Sought Synopsis was posted to SAM.gov on 8 January 2025 and was open for 30 days. One response was received from approved source, DEVCOM Engineering completed web-based market research on 26 February 2025 searching for companies that manufacture the ELRF for the Abrams Tank.
On 26 February 2025, DEVCOM Engineering reached out to:
L3Harris regarding ELRF part and informed that L3Harris is currently in qualification for a new ELRF that is backwards compatible for both M1A2 SEPV2 and SEPV3 Abrams Tanks versions. The first units will deliver this year.
Analog Modules and was informed that they do not manufacture complete laser rangefinder systems, only the rangefinder receiver modules.
9. Interested Sources: To date no additional sources have expressed interest in this item.
10. Other Facts: Procurement History: There is no procurement history.
