About this file

This document is a Justification and Approval (J&A) for a non-competitive procurement by the Defense Logistics Agency - Land Warren (DLA-WRN) for a Hydraulic Manifold Assembly. The contract will be awarded to Pearson Engineering, Ltd. for a High Lift Adapter (HLA)/Hull 3 Base Manifold Assembly used on the Assault Breacher Vehicle. The initial procurement is for 12 units with a 100% option, bringing the total potential quantity to 24 units.

The total estimated cost for developing and qualifying this part is $1.6 million, which includes technical data package development, product tooling, manufacturing tooling, and testing. No alternative sources were found during market research, and two interested contractors lack the necessary technical data to produce the part. The contract will be awarded using the "Only One Responsible Source" authority, with Pearson Engineering being the original equipment manufacturer who has demonstrated the ability to produce the part to government specifications. Previous contracts with Pearson Engineering for similar items were awarded in 2015 and 2017, also under limited source justifications.

(Previous J&A: SPRDL1-17-R-0108)

DEVCOM GVSC Engineering performed Internet searches for suitable competition, described below: Keywords: Hydraulic Manifold Assembly; NSN 4730-99-837-1858;

part number KP00741; manifold manufacturers; hydraulic manifold manufacturers. No suitable sources were found.

DEVCOM GVSC engineers attended the National Defense Industrial Association Ground Vehicle Systems Engineering and Technology Symposium with Industry Conference in August 2024 to identify possible contractors for needed parts. There were no contractors present that met the requirements for this item.

9. Interested Sources: The Sources Sought Notice for NSN 4730-99-837-1858 resulted in responses from two contractors, BHPE LLC (CAGE 9SWS7) and MDF Technologies Inc (CAGE 1P0H6) expressing interest in this acquisition effort. However, neither contractor appears to currently have the technical data necessary to produce the HLA/Hull 3-Base Manifold Assembly. Furthermore, each contractor would be required to apply for source approval and have its product qualified before it could competitively make an offer. As the item is managed by the U.S. Army Tank-Automotive & Armaments Command (TACOM), each contractor was directed to contact the TACOM Ombudsman Directorate to assist it in compiling the necessary information needed to make informed decisions on whether to proceed with the source approval process for this item. The contractors were also provided the website to learn more about the Source Approval Program (https://tacom.army.mil/ombudsman/sap) along with the website to contact its local APEX Accelerator to gain assistance with and/or learn more about Government procurement.
