About this file
This Justification and Approval (J&A) document is for a sole-source procurement by the Defense Logistics Agency (DLA) Land and Maritime for an Inertial Navigation Unit with Container. The contract will be awarded to Honeywell International Inc. for 107 units (with an option for an additional 107 units), with a National Stock Number of 6605-01-563-6713. The system is a self-contained, dead-reckoning navigation unit that senses acceleration along pitch, yaw, and roll axes for land vehicles, watercraft, and aircraft, calculating distance from a reference point.
Extensive market research was conducted, including a Sources Sought Notice on SAM.gov and searches across multiple databases, which confirmed no commercially available alternatives exist. The government lacks the technical data rights to competitively re-procure the item, and reverse engineering would cost approximately $1,975,000 with no guarantee of successfully qualifying a new vendor. Previous contracts with Honeywell for this item have been sole-source, with contract values ranging from $15,850 to $97,243. The procurement will be made using Army Working Capital Funds, with the total contract value being a redacted amount, and is authorized under 10 U.S.C. 3204(a)(1) for other than full and open competition.

6. Efforts to Obtain Competition:
a. Effective competition: Due to the reasons cited in section 5 above, the Government is not pursuing competition for this item. The notices required by FAR 5.201 shall be or have been published, and that any bids or proposals received shall be considered.
b. Subcontracting competition: Unless the contract is awarded to a small business, the solicitation and resulting contract will include FAR clauses 52.219-8, "Utilization of Small Business Concerns"; 52.244-5, "Competition in Subcontracting"; 52.219-16, "Liquidated Damages--Subcontracting Plan"; and Defense Federal Acquisition Regulation Supplement (DFARS) 252.219-7003, "Small Business Subcontracting Plan (DoD Contracts)", to maximize small business opportunities and utilization.
7. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited in section 5 above.
8. Market Research: A Sources Sought Notice was posted to SAM.gov from 19 December 2023 to 05 January 2024. The Contract Specialist did not receive any responses from the posting of the Sources Sought Notice.
Market research was conducted on 15 May 2024 by the DLA WRN Contract Specialist by reviewing database searches in i2Log, Federal Procurement Data System, mandatory sources, and online Google searches. A Dynamic Small Business Search revealed no results when searching by North American Industry Classification System code and the nomenclature. The above market research confirmed the item is not commercially available and can only be acquired via a sole source procurement to Honeywell International Inc.
J&A SPRDL1-24-R-0133 (JA-00734)
(Previous J&A not available)
In accordance with FAR 10.002(b)(2)(vii), Market Research was conducted by the U.S.
Army, Combat Capabilities Development Command – Armaments Center, Rock Island on 24 October 2023. An online search for the words “Inertial Navigation Unit with Container” “Bradley Fighting Vehicle” and “NSN 6605-01-563-6713” was conducted and the results indicated that there are no commercially available products that would meet the known requirements such as: sensing acceleration along the pitch, yaw and roll axis of land vehicle, watercraft or aircraft and calculating the distance from a reference point. If the technical data, such as drawings with dimensions and performance requirements were acquired from Honeywell International and converted to Government drawings, the Government would still require vigorous performance and environmental testing to validate a new supplier/manufacturer’s parts. This option would not be cost-effective as described above.
A search was conducted by engineering at https://emcore.com for the keywords: Inertial Navigation Unit with Container Findings: three different Inertial Navigation Systems were found on this website varying in size and design. Due to lack of technical data, the Government cannot determine one to replace the current part from Honeywell International.
As a result of the market research conducted, it was concluded that this product, Inertial Navigation Unit with Container, is not used, sold/ leased, or offered for sale to the public and is not available in the commercial marketplace with or without modifications pursuant to the definition of a commercial product at FAR 2.101.
