About this file
This document is a Justification and Approval (J&A) for a sole source procurement. The J&A outlines the requirement to procure a Grove Outrigger Cylinder for a proprietary vehicle system, with a total estimated cost of $875,000 over 22 months. The key details are:
The government determined it would not be able to recover the costs of duplicating the proprietary data or reverse engineering the item to create a competitive technical data package within a reasonable timeframe. At the current usage rate, the estimated annual savings from competition would take approximately X years to offset the $875,000 cost. Market research efforts did not identify any viable alternative sources. The contract will be awarded to an unknown vendor under solicitation number SPRDL1-24-R-0083, with an award date of 2024-09-19. The procuring agency is the Defense Logistics Agency Land and Maritime.

The Government would not be able to recover, through subsequent competition, the duplication of costs involved in either procuring the proprietary data or reverse engineering the item to create a competitive build to print technical data package within a reasonable time frame. At the current average usage rate of units each year, a current unit cost of $ and assuming % savings achieved through competition, the $ in annual savings would take about years to offset the estimated $875,000 cost of reverse engineering the item and qualifying another source.
