About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the Defense Logistics Agency - Land Warren (DLA-WRN). The procurement is for 66 Auxiliary Power Unit (APU) Assemblies (33 base quantity and 33 option quantity) with National Stock Number 6130-01-680-2408, used on the M270A1 Multiple Launch Rocket System (MLRS). The contract will be awarded to Marvin Land Systems Inc. as the sole source, using the statutory authority of 10 U.S.C. 3204(a)(1), because they are the only Government-approved source meeting the performance specification for the APU/Environmental Control Unit.
Market research, including a Sources Sought Notice and web-based searches, revealed no alternative sources capable of meeting the continuous power output and physical characteristic requirements. The estimated cost for reverse engineering the APU Assembly is $15M, which includes tasks like requirement development, hardware design, integration, fabrication, vehicle testing, and Technical Data Package (TDP) development. The government determined that pursuing competition would be more costly and time-consuming than working with the current manufacturer, who exclusively owns the technical data and has demonstrated unique manufacturing capabilities for this specialized component.
