About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for a federal contract awarded by the Defense Logistics Agency - Land Warren (DLA-WRN). The contract is for a Hydraulic Power Pack (NSN 4330-01-134-6531), used on the Bradley Family of Vehicles, with a minimum guaranteed quantity of 75 units and a maximum total quantity of 1,875 units. The contract will be awarded to Parker-Hannifin Corporation as a five-year Firm-Fixed-Price contract using Army Working Capital Funds.

The J&A provides detailed justification for a sole-source procurement, citing the lack of technical data, build-to-print capabilities, and competitive technical data package (TDP) as reasons for not pursuing full and open competition. A market research Sources Sought Notice was posted on SAM.gov on 29 October 2023, which received two responses, but no additional sources expressed interest in the item. The document includes a comprehensive cost analysis showing that reverse engineering the item would require approximately $6,241,200 and multiple months of effort, further supporting the decision to proceed with the sole-source award.
