About this file

This document is an Amendment to Justification and Approval (J&A) for a non-competitive procurement by the Defense Logistics Agency - Land Warren. The contract is for 94 Electrical Distributing Systems (NSN 6150-01-699-8530) for the Army Ordnance Part Number PR63636, which will be used on the Armored Multi-purpose Vehicle (AMPV). The procurement will be a Firm-Fixed-Price contract with zero option quantity.

The document reveals significant technical challenges in obtaining competitive procurement. The government lacks the necessary technical data to enable competitive re-procurement, and developing a competitive Technical Data Package (TDP) would cost an estimated $14,584,034. This includes expenses for development and hardware design, purchasing spares, TDP validation, testing, and integration. The government does not expect to recover these costs reasonably through subsequent competition, and therefore is not actively pursuing development of a competitive TDP for future procurements. The contract was amended to reflect an accurate procurement value, with the total value adjusted from the originally estimated $481,000 to a new figure that exceeds the previous Competition Advocate approval threshold.
