The Government does not have rights to the TDP for the Power Inverter, nor does the Government own proprietary rights to the data that would be required to produce a competitive TDP. Currently, the Power Inverter is source controlled, and Xantrex Technologies, Inc. is the only approved source and owner of the respective technical data.

Due to the limited performance and technical data available, reverse engineering is the only option for the United States Government (USG) to develop a competitive TDP which is needed for full and open competition. Reverse engineering is a multi-layered process involving the procurement and testing of prototypes and then release of the design. These efforts involve a significant amount of time and money, and the USG does not have the funding required to develop and qualify additional sources for this product.

A new manufacturer prototype would need to be tested in conjunction with the overall electrical system of the Stryker FOV. Government reverse engineering cost estimates were developed using previous reverse engineering projects as well as previous reverse engineering cost estimates from completed justification and approval documents. Even if a reverse engineering effort is successful, as identified in the table below, the cost to reverse engineer this unique component is significant. Estimated at $1.712M and 42 months to complete, reverse engineering a competitive TDP includes, but is not limited to the following:

Previous J&A: SPRDL1-17-R-0385 is owned by Xantrex Technologies Inc., and as a result, it is difficult to find alternative sources that meet the technical requirements.

Even if the technical data, such as drawings with dimensions or performance requirements, were acquired from Xantrex Technologies, Inc. and converted to Government drawings, the Government would still require vigorous performance and environmental testing to validate new manufacturer parts. This option would not be cost effective for the reasons described above.

Xantrex Technologies, Inc. power inverters can be found on several websites, as Xantrex uses authorized distributors for the sales of the inverter.
