Previous J&A: SPRDL1-16-R-0292 requirements technical data and the specific technical expertise needed for the development and manufacturing of this Transmission Transfer Assembly.

This Transmission Transfer Assembly is an item which Magna Powertrain of America and AM General have a history of supplying. have the specific technical expertise and proper supply network to manufacture the Transmission Transfer Assembly, which allows the HMMWV to perform its mission.

AM General and Magna Powertrain have built the Transmission Transfer Assemblies that have met all system level requirements and have successfully operated in the field.

If the Government were to purchase Transmission Transfer Assemblies that have not undergone proper verification, mission failures and potential loss of mission critical functions to the vehicle could occur. Without this proper verification, it is possible that the Transmission Transfer Assembly would not fit or function properly, which would cause a powertrain/drivetrain failure while in operation, which could jeopardize mission capability and fleet readiness.

After receiving input from the Ground Vehicle Systems Center (GVSC) Reverse Engineering (RE) Team, it is estimated that reverse engineering this Transmission Transfer Assembly would be $3M for design, development, testing, technical data development, and finding a new source to build the Transmission Transfer Assembly to the fully competitive . (See table below for breakdown of costs).

Since the Government does not own any of the technical data, the Government would have to Reverse Engineer the Transmission Transfer Assembly in order to determine all aspects of the Transmission Transfer Assembly. A reverse engineering effort would include work to clarify and define a Transfer Assembly with the same fit, form, and function as the original Transfer Assembly. Design requirements should be broken down and clarified without any ambiguity. Technical information such as understanding the parameters to include input/output yoke dimensions, drive type, maximum system load, RPM range to gear ratio, lubrication fluid used, output shaft spline count and size, as well as mounting dimensions. Developmental testing is needed to prove the prototype is functional. Component, Safety, and System Level Testing will evaluate the Transmission Transfer Assembly’s compliance with the specified requirements. Once all testing and design is complete, a TDP will need to be produced. Reliability and Operational Testing includes accelerated life testing, cold and hot environments, submergence, salt spray, and maximum load operation.

Findings: Advance Adapters have custom build to suit transfer cases. Their product configurator requires information that the government does not currently have such as gear ratio, input spline, tail housing type, and yoke type/size. In addition, mounting positions and overall size is unclear. US Powertrain only offers remanufactured transfer case assemblies. They offer transfer case assemblies for specific vehicle configurations for pickup truck applications. Spicer Drivetrain Products offer transfer cases for off-highway applications and specialize in heavy duty applications. Again, details are needed such as torque and RPM ratings, flange/yoke sizes and locations, as well as mounting dimensions. Meritor offers several transmission transfer cases based off RPM, input torque, gear ratios, output locations and mounting dimensions. This technical information is needed to find the appropriate configuration. The Government does not have any of this technical information needed to continue further research.

Summary: As a result of the Market Research, it was concluded that the Government does not have enough detailed information to look into similar Transmission Transfer Assemblies for the HMMWV. With the system level requirements and design being proprietary, it can be said for certain that this Transmission Transfer Assembly is custom for the application and cannot be identified as a Commercial Off The Shelf item.
