SOLE SOURCE: Notices required by FAR 5.201 will be posted.
7. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above.
There is a Source Control drawing for this item. It specifies the overall requirements the Government has for the item. It states in the notes that it must meet a specific performance specification, UID labeling requirements, and gives overall dimensions the item must meet to fit properly on the Howitzer.
8. Market Research: A Sources Sought Notice was posted to SAM.gov on November 22, 2022, and open for 15 days. No responses were received.
Futures Command Combat Capabilities Development Command-Armament Center Enterprise & System Engineering Center-Systems Engineering Directorate Configuration Management Division Large Caliber Systems Branch, FCDD-ACE-SCL, reviewed catalogs and other generally available product literate published by manufacturers, distributors, and dealers on-line for similar items on 8 February 2023.
But due to its uniqueness, an item of an equivalent configuration for fit, form or function was/is not readily available as a possible substitute for the current source controlled one. As stated above, an effort was made to obtain potential sources by synopsis through SAM.gov. Should potential sources respond to the synopsis in SAM.gov they will be evaluated by the appropriate engineering office as an alternate source.
Based on the response to the Government’s commerciality request, KVH Industries Inc.
offers this product of a type customarily used by the general public or by nongovernmental entities for purposes other than government purposes and has been sold, leased or licensed to the general public, or has been offered for sale, lease or license to the general public. Furthermore, the procurement history reveals that prior contracts SPRDL1-21-P-0014 and W15QKN-12-D-0067 were awarded on a commercial basis.
As a result of the Market Research conducted, it was verified that this product, Gunner’s Display Unit, is of a type offered for sale to the public in the commercial marketplace and therefore, meets the definition of a commercial product at FAR 2.101.
