About this file
This is a redacted Justification and Approval (J&A) document for a sole source procurement of an Automated Fire Extinguisher Assembly for Bradley Fighting Vehicles from Kidde Technologies, Inc. The document details market research conducted through a Sources Sought Notice posted on SAM.gov for 15 days in October 2022, which received no responses. Web-based market research by Ground Vehicle Systems Center Engineering found no suitable Commercial Off-the-Shelf (COTS) alternatives.
While other potential manufacturers like Amerex Fire Corporation and Blackhawk Industrial could potentially develop the component, extensive analysis, prototyping, and vehicle testing would be required to meet Bradley system specifications, with costs outweighing potential savings. The previous contract (SPRDL1-20-D-0063) was awarded to Kidde Technologies on March 16, 2020, for $1,656,802.44. The item was determined to be a commercial product based on a Commercial Item Determination approved on July 7, 2022, by DCMA Cost and Pricing Regional Command Commercial Item Group in Indianapolis, IN.

8. Market Research: A Sources Sought Notice was posted to SAM.gov on 27 October 2022 and was open for 15 days. No responses were received.
Web-based market research was completed by the Ground Vehicle Systems Center (GVSC) Engineering in September 2022. Various search engine queries returned no Commercial Off-the-Shelf (COTS) readily available Fire Extinguisher Assembly results.
There do exist other sources likely capable of developing this component for the Government’s needs such as Amerex Fire Corporation and Blackhawk Industrial;
however, extensive analysis, prototyping, and vehicle testing, as described in Section 5 above, would need to be accomplished to ensure that the item performs within the Bradley FOV and meets the Fire Extinguishing System requirements defined within the Bradley System level performance specification, drawing number 12465518. The cost of such analysis, prototyping, and testing would far exceed any cost savings realized by adding another source of supply.
Kidde Technologies, Inc. responded to the Government’s commerciality request indicating the this product to be of a type available in the commercial marketplace.
Market Research shows similar fire extinguisher assemblies being commercially available. Additionally, there is a Commercial Item Determination (CID) dated and approved 7 July 2022 from D C M A Cost and Pricing Regional Command Commercial Item Group, Indianapolis, IN affirming the commercial nature of similar fire extinguisher assemblies available in the commercial marketplace.
As a result of the Market Research conducted, it was verified that this product, Automated Fire Extinguisher Assembly, is of a type offered for sale to the public in the commercial marketplace and therefore, meets the definition of a commercial product at
FAR 2.101.
