Cost of Materials for Research and Development: $200,000 Testing: $550,000 TDP Work: $200,000

Total time for effort: minimum of two years.

A savings of 25% is per unit and that would take over 700 units to break even.

Considering that there are only 500 units in total currently fielded, this would not be a cost-effective option.

6. Efforts to Obtain Competition:

a. Effective competition: Due to the reasons cited in section 5 above, the Government is limiting the competition to the source cited in section 2 above.

b. Subcontracting competition: Unless the contract is awarded to a small business, the solicitation and resulting contract will include FAR clauses 52.219-8, "Utilization of Small Business Concerns"; 52.244-5, "Competition in Subcontracting"; 52.219-16, "Liquidated Damages--Subcontracting Plan";" and Defense Federal Acquisition Regulation Supplement (DFARS) 252.219-7003, "Small Business Subcontracting Plan (DoD Contracts)," to maximize small business opportunities and utilization.

SOLE SOURCE: Notices required by FAR 5.201 will be posted.

7. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above.

There is a Source Control drawing for this item. It specifies in general terms the overall requirements the Government has for the item. It states in the notes that it must meet a specific performance specification, provides some spare item detail, and gives overall dimensions the item must meet to fit properly on the Howitzer. It does not however provide details on how to manufacture the item and does not contain a Level III TDP.

8. Market Research: A Sources Sought Notice was posted to beta.SAM.gov on 30 August 2020 and was open for 19 days. Responses were received and an assessment of the responses are below:

The Large Caliber Systems Branch, FCDD-ACE-SCL, of Combat Capabilities Development Command-Armaments Center reviewed catalogs and other generally available product literature published by manufacturers, distributors, and dealers on-line for similar items on 21 September 2020. But due to its uniqueness, an item of an equivalent configuration for fit, form or function cannot be readily made available as a substitute for the current source controlled one. As stated above, an effort will be made to obtain potential sources by synopsis through SAM.gov. Should potential sources respond to the synopsis in SAM.gov, they will be evaluated by the appropriate

On 15 September 2020, BEI Precision Systems (BEI) responded to the 31 August 2020 Sources Sought notification. BEI notified the Government that at one time they were the Original Equipment Manufacturer (OEM) of this NSN. BEI sold it as Part Number 122- 9021-101 to Honeywell International (CAGE 0BFA5).

After reviewing the NSN on 19 September 2020, the Tank Automotive Command (TACOM) Source Approval Officer Competition & Commercial Items Advocate Ombudsman Office notified BEI that the NSN was listed in the TACOM systems as a Sole Sourced Item. The Competition Advocate Office was aware of BEI's claim of being the OEM. However, the Competition Advocate Office notified BEI that to become a source of supply BEI would need to submit a Sources Approval Request (SAR) to TACOM for review and consideration. The Competition Advocate Office notified BEI that it would need to prove that either the design rights were approved and belonged to BEI or to reverse engineer the NSN and complete the SAR process.

A search was made to find distributors of the “VMS Encoder 13029361”. This search resulted in only distributors for this item like, WB Parts Veritbale Aerospace and AeroBase Group. WB Parts Veritbale Aerospace and AeroBase Group directed us to the current item that is supplied by Honeywell International.

Another search was conducted using just “VMS Encoder”. The Government found sites for Vicon and Antrica. Upon researching the websites, nothing was found that was a direct replacement for our current item. Any item would need to be tested before it would be allowed to be used on the Howitzer.

Finally, the Government searched for “VMS Encoder 74371621-004”. This search resulted in the same websites listed above. This result either directed us back to the current OEM (Honeywell International) or other companies that have products that are not compatible with Government requirements.

9. Interested Sources: To date no additional sources aside from those described above have expressed interest in this item.
