About this file
This justification and approval document concerns a limited competition contract awarded by the Defense Logistics Agency Land and Maritime to an unknown vendor for an unknown amount on April 25, 2020. The contract number is SPRDL1-20-D-0019.
The justification is for the acquisition of handstations for the Bradley Fighting Vehicle from sole-source contractor EFW Inc. EFW developed the handstations and tested them with BAE Systems, the vehicle prime contractor. No technical data is available to the government for competitive acquisition purposes. The costs of engineering testing and qualifying another source are estimated to exceed any potential savings from competition given purchase quantities. There are also no known efforts to obtain competitive technical data or funding to do so within a reasonable timeframe. If efforts were initiated now, it is estimated it would take until April 2022 for a competitively awarded contractor to deliver quantities due to development and qualification timelines.

Efforts to Increase C om petition or Q ualify a N ew Source in R elation to this Procurem ent: The costs associated w ith engineering testing and qualifying another source are expected to be in excess of any cost savings from com petition given the quantities being purchased. Additionally there are no know n efforts to obtain com petitive technical data, or funding by w hich this can be achieved in a responsible tim efram e.
G iven that no effort is under w ay to obtain or provide funding, it is estim ated that it w ould take 1 year for the G overnm ent to obtain funding and contract w ith EFW for com petitive technical data for this item
. Itis estim ated that it w ould take 2 years for the technical data to be developed, review ed, delivered to the G overnm ent, and subsequently be m ade available for com petitive contracting (estim ated in O ctober 2019). O nce this technical data w ere m ade available, it is estim ated that it w ould take another year for the contracting agency to solicit, com pete, and aw ard the contract(estim ated in
