About this file
This is a Justification and Approval (J&A) document for a non-competitive contract award by the Defense Logistics Agency Weapons Support (DLAWS) at Warren to Pearson Engineering, Ltd. for electronic components used in the Assault Breacher Vehicle (ABV).
The procurement covers NSN 5998-99-485-3369, part number CS1997, identified as a Hydraulic Master Control (HMC) unit that serves as a critical electrical control component for the ABV's hydraulic systems. The contract will be awarded on a firm-fixed-price basis for a base quantity of 34 units with an option for 34 additional units (68 total). The contracting agency is the Integrated Logistics Support Center Detroit Arsenal. The justification cites 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1 (Only One Responsible Source) as the authority for non-competitive procurement. The Government lacks technical data, specifications, and the Technical Data Package (TDP) necessary for competitive re-procurement, and Pearson Engineering has demonstrated the sole capability to produce and qualify this component to Government specifications. Cost analysis indicates that developing an alternative source would require substantial investment in TDP development, product tooling, manufacturing tooling, and testing and qualification, with estimated costs and timelines that far exceed the value and volume of the procurement. The Government conducted market research through a sources sought notice posted July 25, 2025 (closing August 4, 2025), which yielded no responses, and GVSC engineers attended industry symposiums without identifying alternative sources. The previous contract was awarded to Pearson Engineering on October 19, 2017 under solicitation SPRDL1-17-R-0108.
