About this file

This is a Justification and Approval (J&A) document for a non-competitive sole-source contract award.

The Defense Logistics Agency Land Warren (DLA-WRN) seeks to award a firm-fixed-price, five-year indefinite delivery indefinite quantity (IDIQ) contract to Meritor Heavy Vehicle Systems (CAGE 78500) for NSN 2520-01-581-2108 Axle Assembly, Automotive Driving components used on M915A5 Line Haul Trucks. The contract will be awarded using Army Working Capital Funds with a minimum order quantity of five units and maximum quantity of 53 units per year. The estimated minimum contract value is redacted, and the estimated five-year maximum value is redacted. The acquisition method is AMC 3 (acquire from the actual manufacturer for the second or subsequent time), and the acquisition method suffix code is AMSC C (engineering source approval required).

The justification cites 10 U.S.C. § 3204(a)(1) as implemented by FAR 6.302-1(a)(2)(ii)(A) and (B), establishing that only Meritor Heavy Vehicle Systems qualifies as the sole source due to unique design capabilities, tailored specifications, and interfaces specific to the M915A5 platform. The Government lacks pertinent technical data for competitive reprocurement. Reverse engineering the part would cost an estimated $4.5 million with additional time and funding requirements, creating substantial cost duplication that cannot be recovered through competition. A Sources Sought Notice posted to SAM.gov received no responses. Market research conducted in June 2025 identified no alternative manufacturers offering direct replacement parts or equivalent performance specifications. The contract includes small business subcontracting requirements per FAR clauses 52.219-8, 52.244-5, 52.219-16, and DFARS 252.219-7003. The procurement history table documents seven prior contracts ranging from $12,472.38 to $87,875.25.

SPRDL1-25-R-0206 (JA-01093)

Previous J&A: Not Available the solicitation and resulting contract will include FAR clauses 52.219-8, "Utilization of Small Business Concerns", 52.244-5, "Competition in Subcontracting", 52.219-16, "Liquidated Damages--Subcontracting Plan"," and Defense Federal Acquisition Regulation Supplement 252.219-7003, "Small Business Subcontracting Plan (DoD Contracts)", to maximize small business opportunities and utilization.

8. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above.

9. Market Research: A Sources Sought Notice was posted to SAM.gov on and was open for 15 days. No responses were received.

In June 2025, Ground Vehicle Systems Center (GVSC) Engineering conducted a computer-based online search of known Axle Assembly suppliers looking for published material on a new Axle Assembly. Keyword(s): Axle assembly; heavy-duty axle assembly; driving automotive axle assembly; axle manufacturers.

Links used to conduct market research are listed below:

https://www.dormanproducts.com/automotive/parts https://spicerparts.com/parts/axle/commercial/axle-carriers-for-medium-duty-and-heavy-duty-applications https://www.detroitaxle.com/ https://www.cummins.com/components/drivetrain-systems/axles

Findings: The results of this search did not produce any new companies that would provide a direct replacement Axle Assembly for the M915A5 that is 100% new and could be installed in the M915A5 without considerable time and effort to adapt the new components. Additionally, Internet searches did not yield any products that meet the exact performance specs of the existing Axle Assembly.

Summary: As a result of the Market Research, it was concluded that there are no drop in replacement parts available and that extensive integration and testing would be required of any other manufacturer’s part.
