About this file

This is a Justification and Approval (J&A) document for a sole-source contract award under other than full and open competition.

The Defense Logistics Agency – Land Warren (DLA-WRN) proposes to award a firm-fixed-price contract to Honeywell International Inc. (CAGE 0BFA5) for the procurement of Inertial Navigation Units (INUs), National Stock Number 6605-01-522-1649, part number HG9740AJ3. The INU is a self-contained navigation device used in the M95 Mortar Fire Control System (MFCS) that provides acceleration, velocity, and position data using motion and rotation sensors. The contract includes a base quantity of 43 units with a 100% option for an additional 43 units, totaling 86 units. The total estimated maximum contract value is redacted. The contract will be funded by Army Working Capital Funds and is classified as an acquisition for the second or subsequent time directly from the manufacturer, with source control restrictions per drawing specifications.

The justification for sole-source award is based on 10 U.S.C. 3204(a)(1) and FAR 6.302-1, citing only one responsible source and no other supplies satisfying agency requirements. Honeywell owns the proprietary design for the INU, and the Government lacks pertinent technical data, intellectual property rights, and testing equipment necessary for competitive re-procurement. Market research, including a Sources Sought notice posted to SAM.gov for 14 days and an internet search conducted July 7, 2025, identified no similar alternative sources. While the Mortar Modernization Program previously demonstrated industry capability to develop pointing devices with INUs conforming to performance specifications, that initiative was not funded for sustainment purposes and would not generate significant cost savings. The J&A was approved on September 25, 2025, by the Competition Advocate at the DLA level.

JUSTIFICATION AND APPROVAL

FOR OTHER THAN FULL AND OPEN COMPETITION

SPRDL1-25-R-0183

1. Requiring Activity: The Integrated Logistics Support Center Detroit Arsenal is the activity responsible for this action.

2. Contracting Agency: Defense Logistics Agency – Land Warren (DLA-WRN).

3. Description of Action: DLA-WRN proposes to award a New Firm-Fixed-Price contract to an offeror providing the product of Honeywell International Inc. (HII), 13350 U.S. Highway 19 North, Clearwater, Florida, 33764, Commercial and Government Entity (CAGE) 0BFA5, the approved source for National Stock Number (NSN) 6605-01-522- 1649, Inertial Navigation Unit (INU), using Army Working Capital Funds.

4. Description of Supplies/Services: The NSN 6605-01-522-1649, HII part number (PN) HG9740AJ3 and military (CAGE: 19207) P/N 12992823, INU, is used on the M95 - Mortar Fire Control System (MFCS). The deliverable for this contract is for a base quantity of 43 each, with a 100% Option, making a total quantity of 86 each. The total estimated maximum value of this contract is .

Acquisition Method Code (AMC):

3 - Acquire, for the second or subsequent time, directly from the actual manufacturer.

Acquisition Method Suffix Code (AMSC):

B - Acquisition of this part is restricted to source(s) specified on "Source Control", "Altered Item" or "Selected Item" drawings / documents.

5. Authority Cited: The statutory authority permitting other than full and open competition for this effort is 10 United States Code (U.S.C.) 3204(a)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

6. Reason for Authority Cited:

a. Background:

Extended Part Description: An INU is a self-contained Line Replaceable Unit that provides acceleration, velocity, and position data for land vehicles, watercraft or aircraft. It may also provide altitude information for aircraft. The INU is a navigation device that uses a computer to continuously calculate positional information of a moving object using motion and rotation sensors.

Technical Justification: HII owns the proprietary design for the INU. The Government does not have the pertinent technical data, nor own the intellectual property data rights to enable competitive re-procurement. Additionally, the Government does not have the testing equipment owned by HII that is needed to produce and test the INU.

Actions for Competition: Due to the limited technical data available, Reverse Engineering (RE) is the only recourse for the Government to increase competition through the development of a competitive build-to-print TDP.

Qualifying additional sources that utilize proprietary data would not result in adequate cost savings to the Government. Developing a TDP through RE methods is a complex and costly endeavor that requires manufacturing and testing facilities for inertial measuring devices. In addition to the production and testing of measurement devices, the Government would require production capability of the housing and isolators used on these systems for protection / survivability.

The dollar estimates are based on input from

MFCS Subject Matter Expert and previously approved J&A for similar item, JA-

00990 / SPRDL1-25-R-0095.

Duplication of Cost Payback Statement: The Government would not be able to recover, through subsequent competition, the duplication of costs involved in reverse engineering the item to create a competitive TDP within a reasonable amount of time.

b. Alternatives: Conducting a competitive acquisition was determined not feasible due to the lack of technical data as described above.

c. Impact if not approved: If the Justification is not approved, the Government would be forced to incur duplicated costs and unacceptable delay as described above.

7. Efforts to Obtain Competition:

a. Effective competition: Due to the reasons cited in Section 5, the Government is not pursuing competition for this item. The notices required by FAR 5.201 shall be published, and any bids or proposals received shall be considered.

b. Subcontracting competition: Unless the contract is awarded to a small business, the solicitation and resulting contract will include FAR clauses 52.219-8, "Utilization of Small Business Concerns"; 52.244-5, "Competition in Subcontracting"; 52.219-16, "Liquidated Damages--Subcontracting Plan";" and Defense Federal Acquisition Regulation Supplement 252.219-7003, "Small Business Subcontracting Plan (DoD Contracts)," to maximize small business opportunities and utilization.

8. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above.

9. Market Research: A Sources Sought Notice was posted to SAM.gov on and was open for 14 days.

On 7 July 2025, the Engineer from Configuration Management Division, Development Command - Armaments Center, Caleb Schnell, performed market research by completing an internet search for same/similar items. There were no similar/direct replacement INUs were located.

The Mortar Modernization Program, Future Common Fire Control for Mortars (FC2M), beginning in 2019 conducted Market Survey for subject component and next higher assembly (Pointing Device) under the direction of the MFCS team. MFCS received several submissions from industry vendors of their pointing devices with INU that conform to an Interface Control Document and Performance Specification without input from original manufacturer. The purpose of the effort was to prove that the Government can solicit to US Manufacturers to build a product without relying on a specific vendor’s technology. This program was not intended nor funded for sustainment purposes and there is no effort to implement an additional source as such an effort would not lead to any significant form of cost savings.

10. Interested Sources: To date no additional sources have expressed interest in the

INU.
