About this file

This is a Justification and Approval (J&A) document for a non-competitive procurement (SPRDL1-25-R-0152) by the Defense Logistics Agency – Land Warren (DLA-WRN) to award a firm-fixed-price contract to DRS Sustainment Systems (CAGE 98255) for the Actuating Linear Cylinder Assembly (NSN 3040-01-457-1272, part number SW25286). The component is used in the M1000 Trailer and M1070 Heavy Equipment Transporter (HET) to operate the hydraulic system for lifting, lowering, and maneuvering heavy military equipment. The contract requires a base quantity of 107 units with an option for 107 additional units (total 214 units), with a maximum contract value that is redacted in the document.

The procurement utilizes Acquisition Method Code 3 (acquire for the second or subsequent time directly from the actual manufacturer) and Acquisition Method Suffix Code D, justified under 10 U.S.C. § 3204(a)(1) citing that only one responsible source exists and no other supplies will satisfy agency requirements. DLA determined that DRS Sustainment Systems is the sole source capable of providing the validated and tested steering actuating cylinder assembly because the component differs from commercially available cylinders, the Government lacks technical data and design rights, and reverse engineering would be prohibitively costly and time-consuming. A Sources Sought Notice posted from March 24 to April 9, 2025 yielded no responses, and market research identified only commercially available hydraulic cylinders from alternative suppliers that cannot meet the specific form, fit, and function requirements. The procurement history shows prior limited-source awards to Scott Industrial Systems, Inc. in 2024, 2019, and 2009. The Contracting Officer (Drake G Martinez, CIV DLA LAND AND MARITIME) certified on June 3, 2025 that fair and reasonable cost will be determined through detailed cost/price analysis, noting the item is a commercial product not requiring certified cost data.

SPRDL1-25-R-0152 (JA-01041)

Previous J&A: SPRDL1-24-C-0074

Cylinders Inc, Grainger, Pneumatic and Hydraulic Company, RAM Industries and Tractor Supply.

The DRS Sustainment Systems Actuating Cylinder Assembly is the only Actuating Cylinder to have met performance requirements as part of the overall Trailer. No specific capacities or ratings are provided for the individual cylinder assemblies that are used on the trailer. Based on the lack of technical data for the Actuating Cylinder Assembly for the trailer, there is not enough technical information available to properly verify any other offeror would meet the same form, fit, and function. Integrating an unverified Steering Actuating Cylinder Assembly on M1000 HET Trailer would likely result in towing of the material to not run smoothly, safely, and cost-effectively.

The specific technical information for the part that is needed for search criteria is included in the technical data owned by the source of supply. The Government verified with DRS Sustainment Systems that they are the source for part number SW25286, which Web FLIS confirmed.
