Defense Federal Acquisition Regulation Supplement (DFARS) 252.219-7003, "Small Business Subcontracting Plan (DoD Contracts)," to maximize small business opportunities and utilization.
7. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above.
There are no planned efforts to qualify additional sources because the Government does not possess a fully defined and validated TDP for NSN 2520-01-596-4691. Any vendor that believes they can provide this NSN for a lower cost while meeting the same requirements as the existing item should seek qualification as a secondary source through the Competition Management Office Source Approval Program (SAP) at their own expense.
8. Market Research: A Sources Sought Notice was posted to SAM.gov on 8 August 2024 and was open for 15 days. Two responses were received, with the assessment of the responses below:
BHPE LLC (CAGE 9SWS7) responded on 8 August 2024 expressing interest in becoming a source for this requirement and a second company, Vectrus Systems Corporation (CAGE 1D510) expressed interest on 14 August 2024 in providing P/N 3876849C91 of CAGE 338X5 for this requirement. The contract specialist informed both BHPE LLC and Vectrus Systems Corporation that they could contact the Competition Management Office to apply to become an additional source through the Source Approval Program. The contract specialist provided the point of contact for the SAP to the vendors.
Internet searches for suitable competition were performed as described below:
In June 2024, Ground Vehicle Support Center Engineering conducted a computer-based online search of known rear driving differential assembly suppliers looking for published material on a new built rear differential assembly specifically for the MRAP MaxxPro.
