The Government does not have rights to the Technical Data Package (TDP) or specifications to enable competitive re-procurement.
For production, equivalent Oshkosh Defense, Inc. part number 3173420 may be substituted. Currently, the only suggested source of supply per drawing 12542916 is Jarp Industries, CAGE 8T716, Part Number 140670B. No other vendors who were previously listed as sources were willing to quote on this item.
This cylinder assembly was designed to meet the specific requirements as specified by Oshkosh Defense, Inc. The cylinder assembly supplied by Jarp Industries has met all; operational, dimensional tolerance, cylinder pressure, construction, compressive load, quality control, and operating temperature requirements. Jarp Industries has had a long history of reliably supplying this item. Components such as linear actuating hydraulic cylinders require several types of unique testing such as functional, load, pressure, cycle, leak, vibration, reliability, and shock testing.
A cost estimate was completed to show the potential cost for reverse engineering, designing, developing, and testing a linear actuating cylinder assembly. For a component like a linear actuating cylinder assembly, samples would need to be procured and broken-down to understand and characterize the assembly application, dimensions, and materials. Engineering and design would require with design validation and Computer Aided Design models. Tooling, facilities, materials, and equipment would need to be purchased for the fabrication of prototypes, with an estimated lead time. This would be followed by of testing and development including form, fit, function, and testing for load, pressure, cycle, leak, vibration, reliability, and shock. Additionally, there would also be overhead costs associated to labor, facilities, and program management. Once testing is completed, a final TDP would need to be developed with an additional lead time of , Engineering and Design: , Tooling and Prototype Manufacturing: , Material Procurement: , Testing: , Labor and Facilities: , and TDP Development: . In total, this investment would be completed in an with a minimum estimated cost .
The Government would not be able to recover, through subsequent competition, the duplication of costs involved in reverse engineering the item to create a competitive

Several companies offer high pressure hydraulic cylinders for industrial applications.
The pricing and features of the comparable cylinders are similar to this cylinder assembly. However, due to the lack of technical data performance specifications could not be compared. Since technical data is unavailable for the cylinder assembly compatibility, function, and performance could not be compared. Additionally, the compared cylinders do not have the same mounting features as this assembly, which would require custom fabrication, increased costs, testing, and increased lead time. If the technical information for this cylinder assembly is eventually made available specific market research could be conducted and a competitive re-procurement considered.
9. Interested Sources: To date additional sources have expressed interest as listed above in Section 8.
Unipak Aviation, CAGE 1B673, responded 6 May 2024 to the Source Sought notice stating . Contract Specialist contacted Unipak Aviation on 14 May 2024 to discuss interest as an alternate source and provided them with the United States Army Tank-Automotive and Armaments Command Competition Management Office email address and phone number. The Contract Specialist also provided Unipak Aviation both the TACOM Source Approval
