About this file
This is a Justification and Approval (J&A) document for a sole-source contract awarded by the Defense Logistics Agency - Land Warren (DLA-WRN) to Rolls-Royce Solutions America Inc. The procurement is for 490 Turbo Superchargers, Engine, Non-Aircraft (NSN 2950-01-151-2684) with a total estimated value redacted in the document. The contract is for a Firm-Fixed-Price and will be used on the M109A6 Paladin vehicle. Rolls-Royce is the sole source due to being the only vendor that has manufactured a validated design meeting all performance requirements, and the government lacks the technical data rights to enable competitive re-procurement.
Market research included a Sources Sought Notice posted on SAM.gov on 19 January 2024 with no responses received, and internet searches of vendor websites. The contract will include provisions to maximize small business opportunities if not awarded to a small business. The procurement history shows previous related contracts awarded to various vendors under similar FAR 6.302-1 "only one responsible source" provisions. The contract includes an option to purchase an additional 245 units, bringing the potential total to 490 units, with development costs for the technical data package estimated at $3.75M.
