About this file

This Justification and Approval (J&A) document from the Defense Logistics Agency (DLA) Land Warren details a sole-source contract for two Line Replaceable Module (LRM) kits for the M1A2 SEPv3 Abrams tank. The contract will award two specific kits to Extreme Engineering Solutions, Inc.: a Processing Unit Mounting Assembly (NSN 2590-01-674-6776) and a Common Ethernet Switching with Container kit (NSN 7025-01-674-7196). Each kit will have a base quantity of 150 units, with a rugged shipping/storage container and critical components designed specifically for the Abrams tank's mission control, hull controller, and turret controller units.

The sole-source justification stems from Extreme Engineering being the only approved source with the technical data and capability to manufacture these specialized LRMs. Market research, including a Sources Sought Notice posted in January 2022 and additional vendor catalog reviews, confirmed no alternative manufacturers can meet the Abrams tank's unique requirements. The contract will be awarded using Army Working Capital Funds, with the procurement authorized under 10 U.S. Code 2304(c)(1) as a non-competitive acquisition due to the specialized nature of the components and the prohibitive costs of reverse engineering the technical data package.

GPP LRM, Government part number 12546258, consists of Extreme Engineering part number 90030365-80 as a primary component (>90% of total GPP LRM price). The GPP LRM is a critical item for the Abrams M1A2 SEPv3 Abrams MCU, HCU, and TCU under the Abrams Engineering Change Proposal (ECP) Program. The GPP LRM must meet all requirements specified in document SC-SA20512 “Product Fabrication Specification (PFS) for the General-Purpose Processor (GPP).”

5.1.2. The secondary component of kit 57K7314 is a rugged shipping/storage container for the GPP LRM providing the module protection from natural and man-made environments when not installed in the M1A2 SEPv3 Abrams.

5.2. 57K7316, Common Ethernet Switch

5.2.1. The primary component of kit 57K7316, Common Ethernet Switch with Container, is a Common Ethernet Switch LRM (CEL) assembly and provides Ethernet switch functionality. The CEL, Government part number 12546260, consists of Extreme Engineering part number 90030370-80 as a primary component. (>90% of total CEL price). The CEL is a critical item for the Abrams M1A2 SEPv3 Abrams MCU, HCU, and TCU under the Abrams ECP Program. The CEL must meet all requirements specified in document SC- SA20516 “Product Fabrication Specification (PFS) for the Common Ethernet Line Replaceable Module (CEL)”.

5.2.2. The secondary component of kit 57K7316 is a rugged shipping/storage container for the CEL providing the module protection from natural and man-made environments when not installed in the M1A2 SEPv3 Abrams.

The Government:

- Does not have proprietary rights and does not own a complete build to print TDP for the two LRMs, 12546258/19207 and 12546260/19207 which are the primary components of these Kits and these sole source parts make up majority of the cost of the kits being purchased, 57K7314/19207 and 57K7316/19207.

The LRMs (12546258/19207 and 12546260/19207) are source controlled to Extreme Engineering Solutions, INC., CAGE 3EK66 and meet the requirements specific to their intended function in accordance with Source Control Drawings 12546258/19207, 12546260/19207. Extreme Engineering has developed, tested, and obtained Government approval of these LRMs for application in the M1A2 SEPv3 Abrams tank at their own cost. Extreme Engineering has the capability to manufacture and/or supply these LRMs and perform failure analysis, develop inspection and acceptance criteria for components, and to repair/rebuild and test these LRMs. Extreme Engineering’s LRMs meet and demonstrate compliance to established performance, design, test, manufacture, and acceptance requirements as specified in specs SC-SA20512, SC- SA20516 and Source Control Drawings 12546258,12546260, including testing for

6. Efforts to Obtain Competition:

a. Effective competition: Due to the reasons cited in section 5 above, we are not pursuing competition for this item.

b. Subcontracting competition: Unless the contract is awarded to a small business, the solicitation and resulting contract will include FAR clauses 52.219-8, "Utilization of Small Business Concerns"; 52.244-5, "Competition in Subcontracting"; 52.219-16, "Liquidated Damages--Subcontracting Plan";" and Defense Federal Acquisition Regulation Supplement (DFARS) 252.219-7003, "Small Business Subcontracting Plan (DoD Contracts)," to maximize small business opportunities and utilization.

SOLE SOURCE: Notices required by FAR 5.201 will be posted.

7. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above.

As stated in section 5 above, there is no build to print TDP available to support a competitive procurement. This LRM set is source controlled to Extreme Engineering Solutions, INC., CAGE 3EK66. This manufacturer owns the technical data and is currently, the only approved source of supply for this LRM set. Because of the duplication of costs and schedule delays associated with reverse engineering, procuring, and testing prototypes, and releasing the design as stated in section 5, the Government is not actively pursuing the development of a competitive TDP for future procurements.

8. Market Research: A Sources Sought Notice was posted to SAM.gov on 19 January 2022 and was open for 10 days. No response was received.

To date, no other sources have written to express an interest in qualifying as a source of supply for LRM sets NSN 2590-01-674-6776 and NSN 7025-01-674-7196.

Market research was performed by Ground Vehicle Systems Center (GVSC) Engineering in April of 2022, by reviewing vendor catalogs, and searching for product literature published online, in effort to find other manufacturers and/or commercial items or non-developmental items that could meet Government needs or could be modified to meet the Government needs. While similar products are produced by several manufacturers, those items are not designed specifically for the Abrams tank, nor tested to the Abrams' unique requirements to attain qualification, as described in section 5.

This set is a commercial off-the-shelf (COTS) LRM set, however, a replacement for this LRM set cannot be supplied by all commercial computing hardware manufacturers. This LRM set has been designed by Extreme Engineering specifically to meet Abram’s tank unique requirements. Other manufacturers do offer similar general processing and
