DEFENSE LOGISTICS AGENCY J&A: SPRDL1-19-R-0147

(Combined J&A for Multiple Requirements)

(Previous J&As are available: SPRDL1-18-C-0268, SPRDL1-13-C-0014 and SPRDL1-18-D-0074)

1(a)(2)(ii)(A), “Only one responsible source and no other supplies or services will satisfy agency requirements.”

5. Reason for Authority Cited:

Only the vendor Honeywell International has the requisite technical and engineering expertise to perform all efforts required to provide the items identified in this J&A. The following items are all critical components of the M1 Abrams Family of Vehicles:

-Moisture Trap (NSN: 4730-01-2150498, Part Number 12336779) -Inertial Navigation Unit (NSN: 6605-01-529-0542, Part Number HG9740BA2) -Aircraft Scroll Housing (NSN: 1660-01-185-8241, Part Number 2204834-1) -Regulating Valve Repair Kits (NSN: 4820-01-377-6818, Part Number 5705523) -Actuator Housing (NSN: 2540-01-361-4855, Part Number 3164699-29) -Housing Assembly (NSN: 4810-01-569-6439, Part Number 3172219-4) -Plate Retaining Seal (NSN: 5340-01-344-8849, Part Number 3163262-9) -Valve Plate Assembly (NSN: 2590-01-186-3607, Part Number 3163262-5) -Alternator Replacement Kits (Engine AC Generators) (NSN: 2920-01-305-8419, Part Number 57K4085)

These items are sole source to Honeywell International (CAGE: 70210), who is the actual (or original equipment) developer and manufacturer. The Government does not own proprietary rights to Honeywell International’s data that would be required to produce competitive TDPs.

The above items do not contain adequate technical data and/or information necessary to support a full and open competition. Honeywell International is the actual (or original equipment) manufacturer and the only known source that possesses the required technical knowledge and engineering expertise to successfully manufacture the items per the current TDPs. Additionally, the Government did not fund Honeywell International to prepare fully detailed TDPs. As such, Honeywell International is the sole owner of their drawings and technical data rights.

There are no current plans to acquire a competitive TDP because funds are not available to acquire the data necessary to support a competitive acquisition. A significant amount of time and money would be necessary to reverse engineer, procure and test prototypes before releasing the design. This delay would severely impact the availability of the above mentioned items.

The Government may not be able to recover, through subsequent competition, the additional costs involved in either procuring the proprietary data or reverse engineering the item to create a competitive package.

Regarding the Regulating Valve Repair Kits (NSN: 4820-01-377-6818, Part Number 5705523):

The main component of this repair kit (P/N 5705523) is the valve (P/N 12336875) which is more than 50% of the cost of the kit. This valve is an integrated part of the NBC system for the vehicle.

The USG does not own the build to print Technical Data Package (TDP) for this item. While the USG owns a performance specification for the valve, it does not own the manufacturing data for the valve. Honeywell is the sole owner of their manufacturing technical data and the drawing is source controlled to Honeywell. The Government does not own the rights to the technical data that would be required to produce a competitive “build to print” TDP. Only the vendor Honeywell International has the requisite technical and engineering expertise to perform all efforts required to provide the item.

6. Efforts to Obtain Competition:

(a) Effective Competition: Per section 7, potential vendors can submit requests to become a source through the Source Approval Process at any time. Per section 9, a Sources Sought notice was posted. Based on the detailed rational provided in paragraph 5 above, the Government has no plans to obtain competition for this proposed contractual action.

(b) Subcontracting Competition: FAR clause 52.244-5, Competition in Subcontracting, will be included in the contract to assure that the prime contractor obtains as much competition as possible in its subcontracting.

7. Actions to Increase Competition:

Currently, there has not been any expressed interest by any known vendor(s) to become qualified source(s) to produce these items.

Qualifying a new source would require a substantial expenditure of the limited funding that has been provided to support the Abrams Vehicles. New sources would require the development of extensive testing and processing procedures. The additional time required for these actions would prohibit delivery of the items in a time frame that would meet the Government’s requirements.

Research conducted by both TARDEC and CCDC shows that an additional $ (combined for all 9 requirements) would be required, and take about 9.3 years, for the U.S Government to successfully develop requirements for prospective contractors to manufacture the 9 items being procured.

At this time, there are no current or planned efforts to qualify additional sources due to the fact that there is no technical data available to produce a competitive TDP.

Regulating Valve Repair Kits (NSN: 4820-01-377-6818, Part Number 5705523):

Market research was completed by Ground Vehicle Systems Center’s (GVSC) engineering on 30 May 2019 by reviewing the available products and capabilities of vendors with expertise in the field of modulating valves. Review of the following companies were performed: (1) Jordan Valve and (2) Parker. Upon review it was determined that while it appears the aforementioned vendors all have the capability to manufacture valves that can regulate pressure, they don’t have the exact component needed that have solenoids as well as pneumatic activation.

Alternator Replacement Kits (Engine AC Generators) (NSN: 2920-01-305-8419, Part Number 57K4085):

Market research was performed by GVSC Engineering in June-July 2019, by calling manufacturers, reviewing vendor catalogs, and searching for alternator product literature published online, in effort to find other manufacturers and/or commercial items or non-developmental items that could meet Government needs or could be modified to meet the Government needs. While alternators are produced by several manufacturers, those are not designed to fit the AGT 1500 gas turbine engine of the M1 Abrams tank, nor tested to the M1 Abrams Tank unique requirements to attain qualification.

Actuator Housing (NSN: 2540-01-361-4855, Part Number 3164699-29):

Sources Sought Notice 2020-019 was posted to FedBizOpps on 23 OCT 2019. To date, no vendors have responded to the posting. There are no opportunities for other businesses due to the manufacturer part restriction for this required item.

Housing Assembly (NSN: 4810-01-569-6439, Part Number 3172219-4):

Sources Sought Notice 2020-020 was posted to FedBizOpps on 23 OCT 2019. To date, no vendors have responded to the posting. There are no opportunities for other businesses due to the manufacturer part restriction for this required item.

Plate Retaining Seal (NSN: 5340-01-344-8849, Part Number 3163262-9):

Sources Sought Notice 2020-021 was posted to FedBizOpps on 23 OCT 2019. To date, no vendors have responded to the posting. There are no opportunities for other businesses due to the manufacturer part restriction for this required item.

Valve Plate Assembly (NSN: 2590-01-186-3607, Part Number 3163262-5):

Sources Sought Notice 2020-022 was posted to FedBizOpps on 23 OCT 2019. To date, no vendors have responded to the posting. There are no opportunities for other businesses due to the manufacturer part restriction for this required item.

9. Interested Sources:

To date, no other sources have expressed a written interest in qualifying as a source of supply for the items being procured. Any responses received will be evaluated by the appropriate office.
