The Outboard Multifuel Engine is a versatile marine propulsion system that combines the portability and convenience of an outboard motor with the fuel flexibility of a multifuel engine.
End item, weapon system, or class of item: Table of Authorized Material Control Number (TAMCN): C59017K - Combat (CMBT) Rubber Raiding Craft (CRRC) Inflatable: The boat can be used for over-the-horizon transportation, inserting lightly armed raiding parties or reconnaissance teams onto beaches, piers, offshore facilities and larger vessels. The CRRC can be inflated in minutes by foot pump, compressor or CO2 tank and can be deployed from shore and a variety of vessels.

4. The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1) as implemented by FAR 6.103-1.
5. The Government requires spare parts that are form, fit, and functionally interchangeable with those currently used on the supported end item or weapon system. The acquisition is restricted to the following source(s) of supply, which are the only source(s) known to have the capability of furnishing the required supplies and the only source(s) currently approved by the design control activity.

The use of the authority at 10 U.S.C. 3204(a)(1) is based on:

The following AMSC descriptions are available in DFARS PGI 217.7506 Part 2-201.2.

It is uneconomical to reverse engineer this part. This code is used in situations where the Government has the data but does not own the rights to the data.
If only one source has the rights or data to manufacture this item, AMCs 3, 4, or 5 are valid. If two or more sources have the rights or data to manufacture this item, AMCs 1 or 2 are valid.
On February 19, 2026, the USMC Logistics Command (LOGCOM) Equipment Specialist of record certified the accuracy of the approved source(s) and applicable AMC/AMSC codes. A copy of the certification is attached.
6. The following efforts are being taken to ensure that offers are solicited from as many sources as practicable:

7. I hereby determine that the anticipated cost to the Government will be fair and reasonable.
The value of this procurement is less than the Certified Cost and Pricing Data threshold of $2,500,000.00;
therefore, cost and pricing data is exempt per FAR 15.403-4. To deem the price fair and reasonable a price analysis will be conducted using similar items, salient characteristics, and/or request an informal cost breakdown to assist in establishing the Government’s targets and later deeming prices fair and reasonable for this procurement.

Summary of information received relevant to sourcing (i.e., dealer/manufacturer; intended manufacturing source): The market survey was sent to the OEM BRP US Inc (1UVT5) but they did not respond. Three small business dealers responded to the Sources Sought Notice:
SIT Corp (1MQB3) responded to the market survey on 3/2/26, indicating they are a small business dealer and independent of the OEM BRP US Inc.
The contractor indicated the item is not commercial per FAR 2.101.
Structural Composites Inc (SCI) (0JFD9) responded to the market survey on 3/11/26, indicating they are a small business dealer and independent of the OEM BRP US Inc.

FAR 2.101.
SCI did not provide any supportable documentation to substantiate their commerciality claim for this requirement. The buyer sought additional information from SCI regarding their commerciality claim on 3/12/26, by requesting the vendor complete the Commercial Item Description (CID) market survey by 3/17/26. SCI submitted the CID market survey on 3/16/26, Washington Marina Co (9F717) responded to the market survey on 3/12/26, indicating they are a small business dealer and independent of the OEM BRP US Inc.
The contractor indicated the item is commercial per FAR 2.101.
Based on the above, small business dealer SCI (0JFD9) submitted supportable documentation to support their commerciality item determination for the item, Outboard Multifuel Engine (NSN 2805-01-555-6505) in accordance with FAR 2.101(3)(i), that is modifications of a type customarily available in the commercial marketplace. The item is available in the commercial marketplace.
