About this file
This is a Justification for Other Than Full and Open Competition (J&A) document for solicitation SPRAL1-26-R-0008 issued by the Defense Logistics Agency (DLA) Weapons Support (Columbus). The acquisition seeks 15 units of an Azimuth Indicator (NSN 5895-01-556-9538), a critical component of the LAV-25A2 fire control system used in Light Armored Vehicles. The item is a navigational instrument that displays terrestrial bearing relative to fixed reference points for aviation and marine applications. This is a firm-fixed price, fixed quantity acquisition with no options, governed under FAR Part 12 (commercial items acquisition). The estimated total value exceeds the Simplified Acquisition Threshold of $350,000, requiring the large unrestricted acquisition after dissolution of an initial 100% small business set-aside that yielded three quotes.
The acquisition is restricted to BEI Precision Systems & Space Company (CAGE 12050) as the sole approved source based on AMSC C designation, requiring engineering source approval to maintain part quality and safety. The contracting officer determined the Azimuth Indicator to be a commercial item per FAR 2.101, available in the commercial marketplace as a modification of types customarily available. Market research efforts included a Sources Sought Notice posted to SAM.gov from February 24 to March 6, 2026 (10 days) with no responses received. The solicitation will be synopsized on or about March 19, 2026 for 7 days, posted to the DLA Internet Bid Board System for 15 days minimum, and solicited to dealers including Integrated Procurement Technologies (CAGE 4K0V2). Procurement history shows prior awards to BEI Precision from 2013 to 2023 with unit prices ranging from $6,913 to $19,987.37. The contracting officer certified the anticipated cost to the Government as fair and reasonable on March 19, 2026, and approval authority rests with the Contracting Officer for contracts not exceeding $10,000,000.

This item initially solicited as a 100% total small business set-aside (SBSA) under SPRAL125Q0010, with an estimated unit price of each. Three (3) small business quotes were received. The OEM’s authorized small business dealer, Integrated Procurement Technologies (IPT) CAGE 4K0V2, was the lowest bidder with quoted unit price of each for a total value of , exceeding the Simplified Acquisition Threshold (SAT) of $350,000.00. The SBSA was dissolved, the small purchase cancelled and resolicited under this large unrestricted acquisition SPRAL126R0008.
The Azimuth Indicator is an indicator for the display of the terrestrial bearing of a target with respect to a fixed reference point. An azimuth indicator is a navigational instrument used in aviation and marine applications to determine the aircraft or vessel's heading or direction. It provides a visual representation of the aircraft or vessel's orientation relative to a reference point, typically the magnetic north or true north. The Azimuth Indicator is a crucial component of the LAV-25A2's fire control system, enabling the gunner to accurately engage targets, particularly those that are not in the direct line of sight.

4. The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1) as implemented by FAR 6.103-1.
5. The Government requires spare parts that are form, fit, and functionally interchangeable with those currently used on the supported end item or weapon system. The acquisition is restricted to the following source(s) of supply, which are the only source(s) known to have the capability of furnishing the required supplies and the only source(s) currently approved by the design control activity.
CAGE COMPANY NAME
12050 BEI Precision Systems & Space Company (BEI Precision)
The use of the authority at 10 U.S.C. 3204(a)(1) is based on:
[X] AMC 3. Acquire, for the second or subsequent time, directly from the manufacturer.
The following AMSC descriptions are available in DFARS PGI 217.7506 Part 2-201.2.
[ X ] AMSC C. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. If one source is approved, AMCs 3, 4, or 5 are valid. If at least two sources are approved or if data is adequate for an alternate source to qualify in accordance with the design control activity's procedures, AMCs 1 or 2 are valid.
On September 10, 2025, the USMC Logistics Command (LOGCOM) Equipment Specialist of record certified the accuracy of the approved source(s) and applicable AMC/AMSC codes. A copy of the certification is attached.
6. The following efforts are being taken to ensure that offers are solicited from as many sources as practicable:
[X] The acquisition will be synopsized on or about March 19, 2026, for a period of 7 days.
[ ] A synopsis exception cited in FAR 5.202 applies (Explain): __________________.
[X] Dealers of the approved source(s) will be solicited.
[X] The solicitation will be posted to the DLA Internet Bid Board System for a minimum of 15 days.
[X] Other (Explain): A Source Sought Notice (SSN) posted to SAM.gov from February 24, 2026, to March 6, 2026, with no responses received. The solicitation will be published for 15 days.
7. I hereby determine that the anticipated cost to the Government will be fair and reasonable.
