About this file
This is a Justification and Approval (J&A) document for a sole-source contract awarded to JRC Integrated Systems, Inc. by the Department of the Navy's Strategic Systems Programs (SSP). The contract is a cost-plus-fixed-fee, level-of-effort consolidated contract valued for Fiscal Years 2026-2030, covering critical professional, technical, and management support for the Strategic Weapon System (SWS) Launcher Support program and Nuclear Weapons Security (NWS) program.
The services include core engineering support for Trident II D5 Life Extension (D5LE), Common Missile Compartment (CMC), and D5LE2 programs, with comprehensive tasks such as systems engineering, marine engineering, launcher engineering, cybersecurity, technical/project management, and security compliance. JRC was selected as the sole source due to its unique expertise, having served as subject matter experts and SWS Integrator for SSP for 10 years. The government determined that no other vendor could provide the required services without significant duplicative costs and unacceptable delays, estimating a potential $9M cost and critical schedule impacts if another contractor were to take over.

Estimated Appropriation and Dollar Values (in M)
Note: The resultant contract will include a contract term permitting an optional increase of not to exceed 30 percent of the total value associated with each level of effort contract line item to accommodate emergent in-scope requirements. This increase is not accounted for in the above table.
4. Statutory Authority Permitting Other Than Full and Open Competition. 10 U.S.C.
3204(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority
a. JRC is the only responsible source capable of providing the services required by this contract without unacceptable delay and duplicative costs. The contract requirements described in Section 3 are a continuation of contract work currently performed under N00030-21-C-1020 and N00030-21-C-1006. Both contracts were awarded to JRC as a service-disabled, veteran-owned small business sole source contract, JRC is the only known source who possesses a unique depth of experience and expertise, enabling them to meet all critical required areas of the contract. As such, it is imperative that SSP retains the unique expertise and capabilities of JRC to perform the efforts required by this contract in support of the crucial NWS and SWS missions.
b. JRC boasts a unique depth of experience and expertise in advanced systems engineering, acquisition, and program management support. JRC’s scientific, engineering, and technical expertise directly supports SWS Launcher Systems to include D5 TRIDENT, CMC, D5LE2 programs, and NWS programs. For the past 10 years, JRC has served as subject matter experts (SME) and the SWS Integrator for SSP. JRC personnel have played key roles in developing numerous SWS and NWS plans and approaches. For example, they developed the NWS Comprehensive Armored Vehicle Plan, which describes the methodology used in determining the required number of Armored Fighting Vehicles (AFV) used at the Strategic Weapons Facilities, as well as the Concept of Operations, Acquisition Plan, Maintenance, and Refurbishment Plan for these vehicles. This work demands extensive knowledge and understanding of lifecycle management within the demanding nuclear weapons environments.
JRC also has critical skills in the area of Frequency Spectrum Management for the TRIDENT II (D5) missile system. JRC has hands on experience in both Navy and Air Force frequency management processes and for SSP Flight Test Instrumentation. JRC personnel have the ability to identify changing spectrum requirements and the impact to flight testing and future requirements, . JRC's knowledge of and experience with the latest government requirements for Frequency Allocation and Spectrum Management in accordance with is unique. JRC has supported SSP as an independent and trusted advisor systems integrator, evaluator, and program manager without bias to subsystems supplied to SSP' s Flight Test Program. JRC also has extensive knowledge and experience with SSP’s business processes, including the planning, budgeting, and contracting processes. This expertise has enabled JRC to assist SSP in proposing and evaluating modification to these processes to improve efficiency and assist SSP in determining the optimum approach for incorporating new and emerging technologies. JRC’s diverse experience allows SSP to leverage their comprehensive knowledge of SSP and the SWS and NWS requirements ultimately benefiting the SP22, SP27, and SP207 Program Offices.
c. SSP estimates that duplicating JRC's expertise with a new contractor would result in significant duplicative cost and unacceptable delay. The duplicative cost is approximately ~$9M based on knowledge, training, data migration, security clearances, and expertise. The ramp up time that the contractor would need to be fully prepared will jeopardize the D5LE2 program schedule. Specifically, a six-month delay would push back the planned completion date for critical system upgrades, potentially impacting the operational readiness of the D5 missile system. That gap in capability and the significant increase in program and technical risk is unacceptable.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
a. A Sources Sought Notice (SSN) was posted to the System for Award Management (SAM) website on 15 April 2025 through 02 May 2025. The SSN received five (5) responses from the following vendors: (1) JRC, (2) St Moritz Enterprises, (3) SRR International, (4) Solved Engineering, and (5) Basecamp Consulting & Solutions. SSP’s technical experts conducted a detailed and thorough analysis of each respondent’s submission and determined that no respondents other than JRC were capable of performing the requirement.
b. In addition to the SSN, SSP conducted other market research. This market research included contacting SMEs in other branches to help assess industry capabilities regarding the Government’s requirement, reviewing the results of recent market research for similar procurements, and further examining systems such as SAM, the Federal Procurement Data System, and the Small Business Administration's Dynamic Small Business Search to seek entities that had previously fulfilled related procurement requirements.
Continuous market research is performed by SSP to maintain awareness of defense sector capabilities that can be applied to program requirements as opportunities for competition. SSP concludes that no other vendor other than JRC can provide the required services under this contract. Further, as described in Section 5, qualification of an alternative source would introduce duplicative costs and unacceptable delay to the SSP mission.
c. A pre-solicitation notice was posted on SAM.gov on 4 September 2025 in accordance with Federal Acquisition Regulation (FAR) 5.201, providing vendors with an opportunity to demonstrate their capability to meet the requirements.
7. Determination of Fair and Reasonable Cost. The Contracting Officer has determined the anticipated cost to the Government of the supplies and services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition. Based upon the aforementioned facts and details identified in Section 5, the Government does not foresee a feasible alternative to the selected source. SSP will continue to monitor the marketplace for viable, cost-effective options to meet this requirement.
