About this file

This is a Justification for Other Than Full and Open Competition (J&A) document for the acquisition of Electronic Module, Standardized components (NSN 5963015902418) by the Defense Logistics Agency (DLA) Weapons Support (Columbus) under solicitation SPE7MX26RX025. The acquisition is structured as a five-year Indefinite Delivery/Indefinite-Quantity (IDIQ) firm-fixed-price contract with a maximum contract value of $9,000,000. The electronic modules are spare parts required for BAE/AH-CAT 1 (MRAP LRIP10), MRAP, and Family of Medium and Light Tactical Vehicles (FMTV) weapon systems and are being acquired under FAR 12.201-1 commercial item authority with Alternate Means of Satisfying Competition (AMSC) Code B restrictions.

The justification restricts competition to Allison Transmission Incorporated (CAGE 73342) as the sole manufacturing source, justified under 10 U.S.C. 3204(a)(1) and FAR 6.103-1 based on the requirement for form, fit, and functionally interchangeable spare parts specified on source control drawings with limited available technical data and qualification testing. Market research conducted March 16-20, 2026, identified three interested parties: Clarke Power Services Inc (small business distributor), Central Power Systems and Services (non-small business distributor), and Legacy Components LLC (HUBZone, subsequently disqualified as an unauthorized Allison Channel Partner). Although Allison Transmission declined direct participation, it identified tier-one distributors who may submit offers. The acquisition will be synopsized and posted to SAM.gov and the DLA Internet Bid Board System for a minimum of 10 days. Price fairness and reasonableness will be established through competitive price analysis and historical comparison. The Contracting Officer approved this justification on 7/23/26, with prior justification SPE7LX-18-R-0179 attached as supporting documentation.

4. The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1) as implemented by FAR 6.103-1.

5. The Government requires spare parts that are form, fit, and functionally interchangeable with those currently used on the supported end item or weapon system. The acquisition is restricted to the following source(s) of supply, which are the only source(s) known to have the capability of furnishing the required supplies and the only source(s) currently approved by the design control activity.

CAGE COMPANY NAME

73342 Allison Transmission Incorporated

The use of the authority at 10 U.S.C. 3204(a)(1) is based on:

[X] AMC 3. Acquire, for the second or subsequent time, directly from the manufacturer.

The following AMSC descriptions are available in DFARS PGI 217.7506 Part 2.

[X] AMSC B. This part must be acquired from a manufacturing source(s) specified on a source control or selected item drawing as defined by the current version of DoD-STD-100. Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application. Although, by DoD-STD-100 definition, altered and selected items shall have an adequate technical data package, data review discloses that required data or data rights are not in Government possession and cannot be economically obtained. If one source is available, AMCs 3, 4, or 5 are valid. If at least two sources exist, AMCs 1 or 2 are valid.

On 4 February 2026, the Product Specialist of record certified the accuracy of the approved source(s) and applicable AMC/AMSC codes. A copy of the certification is attached.

6. The following efforts are being taken to ensure that offers are solicited from as many sources as practicable:

[X] The acquisition will be synopsized with the solicitation via a combined synopsis/solicitation in accordance with FAR 5.201 – Table 5-3.

[ ] A synopsis exception cited in FAR 5.101(b) applies (Explain): __________________.

[X] Dealers of the approved source(s) will be solicited.

[X] The solicitation will be posted to the DLA Internet Bid Board System for a minimum of 10 days.

[X] Other: The combined synopsis and solicitation will be issued via SAM.gov.

7. I hereby determine that the anticipated cost to the Government will be fair and reasonable.

A price analysis will be conducted based on a comparison of proposed prices received in response to the solicitation and/or a comparison of proposed prices to historical prices paid. Certified cost or pricing data, when required by FAR 15.403-3, and data other than certified cost or pricing data, will be requested and obtained as necessary to establish a fair and reasonable price, and a cost analysis may be performed on the data submitted.

8. Market Research/Efforts to Obtain Competition:

The Acquisition Specialist issued a Sources Sought Synopsis via SAM.gov and issued market surveys to historical, the approved source, and the approved sources tier 1 distributor network on 16 March 2026. Responses for both were due 20 March 2026. The Government had three (3) parties interested. Two (2) of the three (3) interested parties are considered small business concerns. One (1) party is considered other than a small business concern.

Two (2) of the three interested parties were tier 1 distributors for Allison Transmission Incorporated, Clarke Power Services Inc and Central Power System and Services. The other interested party, Legacy Components, LLC, responded to the Sources Sought Synopsis via SAM.gov. Legacy Components did not list its manufacturer, but stated it was a dealer/distributor.

Based on the market research results, the Government does not have confidence that two (2) or more small business manufacturers will submit offers at fair market prices (no small business manufacturers exist for this component currently and the NAICS code 334418 does not qualify for the Small Business Administration’s (SBAs) non-manufacturing rule).

Sources Sought Notice:

[X] A Sources Sought Notice was posted to Contract Opportunities on SAM.gov on 16 March 2026 for a period of five business days and yielded the following results: Legacy Components, LLC responded with interest, however when the Acquisition Specialist validated the manufacturer’s authorization, Allison Transmissions Inc. stated, “Legacy Components is not an authorized Allison Channel Partner. Meaning, if they were to supply DLA with these parts, DLA would be getting non-genuine parts.

The Acquisition Specialist contacted all of the listed distributors as well as any other source showing procurement history for this NSN. Clarke Power Services and Central Power Systems and Services are two (2) interested parties that submitted a filled-out market survey expressing interest. (AMSC B only)

DLA Weapons Support (Columbus) encourages vendors that may be interested in becoming an approved source, even if there is not an active solicitation, to contact the DLA Weapons Support (Columbus) Source Approval Monitor at DSCCAO-SAR@dla.mil for additional information on the steps required to submit a Source Approval Request Package for evaluation.
