About this file
This is a Justification for Other Than Full and Open Competition (J&A) document for solicitation SPE7MX26RX012 issued by the Defense Logistics Agency (DLA) Weapons Support (Columbus). The acquisition seeks spare parts on a non-competitive basis under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1, limiting competition to one or a limited number of responsible sources.
The solicitation covers eight National Item Identification Numbers (NIINs) with multiple end items and weapon systems, including components for military aircraft (F-16, F-15, C-130, CH-47, CH-53, etc.), the Abrams M-1 tank, and various engines and armament systems. Specific line items include shaft couplings, seals, cylinder blocks, hydraulic motor-pumps, plugs, bypass valves, pistons, and filter elements, with estimated annual quantities ranging from 10 to 1,430 units per item. The contract is structured as a two-year Indefinite Delivery Contract (IDC) with firm-fixed pricing and no options. The only identified source is Eaton Aerospace, LLC (CAGE 62983/99643), based on engineering source approval requirements and data rights restrictions. The Government determined competition is restricted because the parts require form, fit, and functional interchangeability with currently fielded systems, and Eaton retains essential manufacturing knowledge and technical data not economically available elsewhere. Market research was conducted from March through September 2025, contacting Jamaica Bearings Co., Inc., an authorized dealer, which indicated it represents Eaton products but did not qualify as an independent manufacturer. To mitigate barriers to competition, the solicitation will be synopsized on SAM.gov on 1/15/2026 for 15 days, posted to the DLA Internet Bid Board System for 30 days, and will solicit dealers of approved sources. The document was signed by the Contracting Officer on 1/20/2026 and approved by the Competition Advocate, with the estimated total contract value exceeding $900,000 but not exceeding $20,000,000.

The use of the authority at 10 U.S.C. 3204(a)(1) is based on:
[X] AMC 3. Acquire, for the second or subsequent time, directly from the manufacturer.
The following AMSC descriptions are available in DFARS PGI 217.7506 Part 2.
[X] AMSC C. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. If one source is approved, AMCs 3, 4, or 5 are valid. If at least two sources are approved or if data is adequate for an alternate source to qualify in accordance with the design control activity's procedures, AMCs 1 or 2 are valid.
[X] AMSC D. The data needed to acquire this part competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. AMCS 3, 4, or 5 are valid.
SOLICITATION NO.: SPE7MX26RX012
[X] AMSC P. The rights to use the data needed to purchase this part from additional source(s) are not owned by the Government and cannot be purchased, developed, or otherwise obtained. It is uneconomical to reverse engineer this part. This code is used in situations where the Government has the data but does not own the rights to the data.
If only one source has the rights or data to manufacture this item, AMCs 3, 4, or 5 are valid. If two or more sources have the rights or data to manufacture this item, AMCs 1 or 2 are valid.
On 8/8/25, the Product Specialist of record certified the accuracy of the approved sources and applicable AMC/AMSC codes. A copy of the certification is attached. Note, the certification contains 17 NSNs; however, 9 of those are not being solicited and were removed from the project.
6. The following efforts are being taken to ensure that offers are solicited from as many sources as practicable:
[X] The acquisition will be synopsized on or about 1/15/2026 for a period of 15 days.
[ ] A synopsis exception cited in FAR 5.202 applies (Explain): __________________.
[X] Dealer(s) of the approved source(s) will be solicited.
[X] The solicitation will be posted to the DLA Internet Bid Board System for a minimum of 30 days.
[ ] Other (Explain): __________________.
7. I hereby determine that the anticipated cost to the Government will be fair and reasonable.
A price analysis will be conducted based on a comparison of proposed prices received in response to the solicitation and/or a comparison of proposed prices to historical prices paid. Certified cost or pricing data, when required by FAR 15.403-4, and data other than certified cost or pricing data, will be requested and obtained as necessary to establish a fair and reasonable price, and a cost analysis may be performed on the data submitted.
8. Market Research/Efforts to Obtain Competition:
