About this file
This is a Justification for Other Than Full and Open Competition (JOFOC) document for a Defense Logistics Agency (DLA) weapons support procurement.
The contracting activity is DLA Weapons Support (Columbus), seeking to acquire spare parts on an Indefinite Delivery Contract (IDC) with indefinite quantity terms. The contract has a 5-year total length consisting of a 1-year base period and 4-year option period. The acquisition includes four line items: Valve Solenoid (NSN 4810-00-279-5625, ADQ 9), Disk Valve (NSN 4820-00-869-3135, ADQ 53), Valve Safety Relief (NSN 4820-01-041-2950, ADQ 63), and Valve Solenoid (NSN 4810-01-317-6784, ADQ 32). The justification is being made under FAR 6.302-1 (limited number of responsible sources) with authorization under 10 U.S.C. 3204(a)(1) and is not set aside for small businesses. The Government requires spare parts that are form, fit, and functionally interchangeable with those currently in use, restricted to approved sources identified as the only sources with manufacturing capability and design control approval. Approved sources include Ontic Engineering & Manufacturing, Inc., Honeywell International Inc., Service & Sales Inc., Servotronics Inc., and Woodward HRT Inc. Different AMSC codes apply to different contract line items based on data rights and engineering approval requirements.
The solicitation will be synopsized on December 12, 2025, for 15 days and posted to the DLA Internet Bid Board System for a minimum of 30 days. Market research was conducted from October 1-9, 2025, identifying FBC Enterprises LLC as expressing positive interest in submission. A Sources Sought Notice posted on SAM.gov on October 22, 2025, yielded no results. The Contracting Officer will evaluate fair and reasonable pricing through comparison of proposed prices to historical data and may request certified cost or pricing data as required. The justification was certified by Contracting Officer Mindy Cook on December 23, 2025, and approved by Competition Advocate Will Melendez on January 2, 2025. Approval is required for contracts valued between $900,000 and $20,000,000.

FAR 6.302-1 (ONE OR LIMITED NUMBER OF RESPONSIBLE SOURCES)
SOLICITATION NO.: SPE7MX26R0024
DLA Land & Maritime Justification for Other Than Full & Open Competition (October 2025)
CLIN 0004
[X] AMSC C. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. If one source is approved, AMCs 3, 4, or 5 are valid. If at least two sources are approved or if data is adequate for an alternate source to qualify in accordance with the design control activity's procedures, AMCs 1 or 2 are valid.
CLIN 0001
[X] AMSC P. The rights to use the data needed to purchase this part from additional source(s) are not owned by the Government and cannot be purchased, developed, or otherwise obtained. It is uneconomical to reverse engineer this part. This code is used in situations where the Government has the data but does not own the rights to the data.
If only one source has the rights or data to manufacture this item, AMCs 3, 4, or 5 are valid. If two or more sources have the rights or data to manufacture this item, AMCs 1 or 2 are valid.
