About this file

This is a Justification for Other Than Full and Open Competition under FAR 6.302-1, issued by the Defense Logistics Agency (DLA) Weapons Support (Columbus) for solicitation SPE7MX26R0012. The acquisition is for spare parts supporting multiple Black Hawk helicopter variants, including the HH-60, UH-60A, UH-60L, HH/UH-60M, UH-60V, EH-60A, and MH-60K aircraft. The contract is structured as a one-year Indefinite-Quantity Contract (IQC) with Firm-Fixed Price terms and no option periods. Four National Stock Numbers (NSNs) are being procured: a low-pass filter (5915012428679), and three antennas (5985010860057, 5985011247299, 5985011340110). The acquisition is restricted to approved sources identified by the design control activity, with multiple approved manufacturers listed for each NSN, including Conolog Corporation, Dayton-Granger Inc., and Sikorsky Aircraft Corporation.

The justification is based on 10 U.S.C. 3204(a)(1) and relies on two AMSC codes: AMSC C (engineering source approval required to maintain part quality) for three NSNs where the Government lacks technical data rights, and AMSC R (Government does not own data rights) for the low-pass filter NSN. The Government conducted competitive efforts including a Sources Sought Notice posted to SAM.gov from October 15-22, 2025 (yielding no responses), a market survey sent to Dayton-Granger on October 15, 2025 (with response received October 23, 2025), procurement history review, and internet search—all yielding no additional qualified sources. Only Dayton-Granger (CAGE 55635), identified as a small business manufacturer, expressed interest in the acquisition. The solicitation will be synopsized on SAM.gov for 15 days and posted to the DLA Internet Bid Board System (DIBBS) for 30 days. Price analysis will be conducted based on proposed prices and historical comparisons, with certified cost or pricing data requested as required. The document was signed by Contracting Officer Brandy Warner and approved by Competition Advocate Jamie Wiebusch on November 5, 2025.

The use of the authority at 10 U.S.C. 3204(a)(1) is based on:

[X] AMC 1. Suitable for competitive acquisition for the second or subsequent time.

The following AMSC descriptions are available in DFARS PGI 217.7506 Part 2.

[X] AMSC C. This part requires engineering source approval by the design control activity in order to maintain the quality of the part.

Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. If one source is approved, AMCs 3, 4, or 5 are valid. If at least two sources are approved or if data is adequate for an alternate source to qualify in accordance with the design control activity's procedures, AMCs 1 or 2 are valid.

For NSNs 5985010860057, 5985011247299, and 5985011340110, only the CAGEs identified in the table above are currently approved by the design control activity. They are the only known sources to possess the requisite rights to technical data for this item and only known approved sources for these items.

[X] AMSC R. The Government does not own the data or the rights to the data needed to purchase this part from additional sources. It has been determined to be uneconomical to buy the data or rights to the data. It is uneconomical to reverse engineer the part. This code is used when the Government did not initially purchase the data and/or rights. If only one source has the rights or data to manufacture this item, AMCs 3, 4, or 5 are valid. If two or more sources have the rights or data to manufacture this item, AMCs 1 or 2 are valid.

For NSN 5915012428679, the Government does not have the data or rights to the data, and it is not economical for the Government to obtain or otherwise develop the data for these NSNs. The CAGEs identified in the table above are the only known sources to possess the technical data necessary to manufacture this item and only approved sources listed for this NSN.

On October 16, 2025, the Product Specialist of record certified the accuracy of the approved source(s) and applicable AMC/AMSC codes.

A copy of the technical certification is located under Attachment #1- Tech Cert.

6. The following efforts are being taken to ensure that offers are solicited from as many sources as practicable:

[X] A sources sought notice was issued on SAM.gov. for a minimum period of five business days.

SOLICITATION NO.: [SPE7MX26R0012]

[X] The acquisition will be synopsized on SAM.gov, for a period of 15 days.

[X] Solicitation will be posted on the DLA Internet Bid Board System (DIBBS) for a period of 30 days.

7. I hereby determine that the anticipated cost to the Government will be fair and reasonable. A price analysis will be conducted based on a comparison of proposed prices received in response to the solicitation and/or a comparison of proposed prices to historical prices paid. Certified cost or pricing data, when required by FAR 15.403-4, and data other than certified cost or pricing data, will be requested and obtained as necessary to establish a fair and reasonable price, and a cost analysis may be performed on the data submitted.

8. Market Research/Efforts to Obtain Competition:

Sources Sought Notice:

[ X ] A Sources Sought Notice was posted to Contract Opportunities on SAM.gov from October 15, 2025, to October 22, 2025.

This notice included a market research questionnaire and NSN spreadsheet. This notice yielded the following results: None.

[ ] A waiver of the Source Sought Notice was approved by the HCA or designee on __________________ and is hereby attached.

Market Survey:

On October 15, 2025, an email was also sent to Dayton-Granger, currently the only source of supply to the Government. They were asked to complete a market survey/spreadsheet. The market survey/spreadsheet asked for information such as willingness to quote a three-year base period and priced option years, provide stock delivery, state if the items are quantity sensitive, and state if the items are commercial, etc. A response was received from Dayton-Granger on October 23, 2025.
