About this file
This is a Justification for Other Than Full and Open Competition (J&A) document for solicitation SPE7MX25RX022 issued by the Defense Logistics Agency (DLA) Weapons Support office in Columbus for the acquisition of spare parts on an other-than-full-and-open-competition basis.
The procurement is structured as a firm-fixed-price indefinite delivery contract with a 3-year total length comprising a 1-year base period, 1-year option period, and 2 additional option periods. The solicitation seeks National Stock Number (NSN) spare parts that are form, fit, and functionally interchangeable with those currently used on supported weapon systems. CAGE 00624 Eaton Aeroquip is identified as an approved source for all NSNs being solicited, with other sources approved for specific items. The acquisition is being conducted under FAR Subpart 13.5 using the authority at 10 U.S.C. 3204(a)(1) based on multiple AMSC codes: AMSC B (source-controlled items), AMSC C (engineering source approval required), AMSC P, AMSC R, and AMSC Z (commercial items). A sources sought notice was posted to SAM.gov on 7/14/2025 for five business days with no responses received. A market survey conducted 7/11/25 contacted nine vendors but only Eaton Aeroquip responded. The acquisition was synopsized on 9/24/2025 for 7 days with a planned update for an additional 7 days, and will be posted to the DLA Internet Bid Board System for a minimum of 30 days. Fair and reasonable pricing will be determined through price analysis comparing proposed prices to historical data and certified cost or pricing data as required. The Contracting Officer signed this J&A on 10/21/2025, with Competition Advocate approval required as the estimated total contract value exceeds $900,000 but does not exceed $20,000,000.

4. The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1.
SOLICITATION NO.: SPE7MX25RX022
5. The Government requires spare parts that are form, fit, and functionally interchangeable with those currently used on the supported end item or weapon system. The acquisition is restricted to the following source(s) of supply, which are the only source(s) known to have the capability of furnishing the required supplies and the only source(s) currently approved by the design control activity. Sources vary per NSN, only CAGE 00624 Eaton Aeroquip is an approved source for all NSNs being solicited, other sources listed are approved for a few or only one NSN. Refer to the attached spreadsheet for the approved sources per NSN.
The use of the authority at 10 U.S.C. 3204(a)(1) is based on:
[X] AMC 1. Suitable for competitive acquisition for the second or subsequent time.
The following AMSC descriptions are available in DFARS PGI 217.7506 Part 2.
[X] AMSC B. This part must be acquired from a manufacturing source(s) specified on a source control or selected item drawing as defined by the current version of DoD-STD-100. Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application. Although, by DoD-STD-100 definition, altered and selected items shall have an adequate technical data package, data review discloses that required data or data rights are not in Government possession and cannot be economically obtained. If one source is available, AMCs 3, 4, or 5 are valid. If at least two sources exist, AMCs 1 or 2 are valid.
[X] AMSC C. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. If one source is approved, AMCs 3, 4, or 5 are valid. If at least two sources are approved or if data is adequate for an alternate source to qualify in accordance with the design control activity's procedures, AMCs 1 or 2 are valid.
[X] AMSC P. The rights to use the data needed to purchase this part from additional source(s) are not owned by the Government and cannot be purchased, developed, or otherwise obtained. It is uneconomical to reverse engineer this part. This code is used in situations where the Government has the data but does not own the rights to the data.
If only one source has the rights or data to manufacture this item, AMCs 3, 4, or 5 are valid. If two or more sources have the rights or data to manufacture this item, AMCs 1 or 2 are valid.
SOLICITATION NO.: SPE7MX25RX022
[X] AMSC R. The Government does not own the data or the rights to the data needed to purchase this part from additional sources. It has been determined to be uneconomical to buy the data or rights to the data. It is uneconomical to reverse engineer the part. This code is used when the Government did not initially purchase the data and/or rights. If only one source has the rights or data to manufacture this item, AMCs 3, 4, or 5 are valid. If two or more sources have the rights or data to manufacture this item, AMCs 1 or 2 are valid.
[X] AMSC Z. This part is a commercial/nondevelopmental/off-the-shelf item. Commercial item descriptions, commercial vendor catalog or price lists or commercial manuals assigned a technical manual number apply. If one source is available, AMCs 3, 4, or 5 are valid. If at least two sources are available, AMCs 1 or 2 are valid (When one or a limited number of sources are available, then a J&A is required. When an item is coded with AMSC “Z” and is listed on an interchange catalog or appears on a commercial cross reference list, this constitutes full and open competition and a J&A is not necessary).
On 6/26/2025, the Product Specialist of record certified the accuracy of the approved sources and applicable AMC/AMSC codes. A copy of the certification is attached. Note, the NSN on the certification with AMC of 3 has been removed from the project and will not be solicited.
6. The following efforts are being taken to ensure that offers are solicited from as many sources as practicable:
[X] The acquisition was synopsized on 9/24/2025 for a period of 7 days and will be updated for an additional 7 days prior to release of the solicitation.

[ ] Dealers of the approved source(s) will be solicited.
[X] The solicitation will be posted to the DLA Internet Bid Board System for a minimum of 30 days.
[ ] Other (Explain): __________________.
7. I hereby determine that the anticipated cost to the Government will be fair and reasonable.
A price analysis will be conducted based on a comparison of proposed prices received in response to the solicitation and/or a comparison of proposed prices to historical prices paid. Certified cost or pricing data, when required by FAR 15.403-4, and data other than certified cost or pricing data, will be requested and obtained as necessary to establish a fair and reasonable price, and a cost analysis may be performed on the data submitted.
