About this file

This is a Justification for Other Than Full and Open Competition (J&A) document for solicitation SPE7MX25R0083 issued by the Defense Logistics Agency (DLA) Land and Maritime.

The procurement seeks to acquire spare parts on a restricted basis under FAR 6.302-1, citing the need for form, fit, and functionally interchangeable components for supported end items or weapon systems. The three required items are: Restrictor Unit Flu Valve (NSN 4730008106706, quantity 18), Valve Regulating System (NSN 4820013744732, quantity 49), and Packing Performed (NSN 5330014912927, quantity 785). This is an Indefinite Delivery Contract (IDC) with an indefinite-quantity structure, firm-fixed-price contract type, spanning five years total (one-year base period with four-year option period). The acquisition is restricted to four approved sources: Tactair Fluid Controls Inc. (CAGE 70236), United Valve Company (CAGE 0TR84), Derco Aerospace, Inc. (CAGE 8X044), and Mission Systems Davenport (CAGE 99251). The justification cites Alternate Means of Competition (AMC) 1 as applicable, indicating the parts are suitable for competitive acquisition for the second or subsequent time, and AMSC C, requiring engineering source approval by the design control activity. A market survey was conducted on August 11, 2025, contacting four vendors; Federal Industries (United Valve Company) and ECI Defense responded favorably, while Ace Electronics and BHPE did not respond to follow-up communications. The solicitation will be synopsized on July 24, 2025, for 15 days and posted to the DLA Internet Bid Board System for a minimum of 30 days. The justification was signed by Contracting Officer Edwin Caraballo on August 28, 2025, and approved by Competition Advocate George Peterson on the same date. The contract value exceeds $750,000 and required Competition Advocate approval.

The following AMSC descriptions are available in DFARS PGI 217.7506 Part 2.

[X] AMSC C. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. If one source is approved, AMCs 3, 4, or 5 are valid. If at least two sources are approved or if data is adequate for an alternate source to qualify in accordance with the design control activity's procedures, AMCs 1 or 2 are valid.
