About this file

This is a Justification for Other Than Full and Open Competition (J&A) document for solicitation SPE7MX25R0026 issued by the Defense Logistics Agency (DLA) Land and Maritime.

The acquisition establishes a 5-year Indefinite Delivery Contract (IDC) with a 3-year base period and 1 option year for Circuit Card Assemblies (part number 20080907-3 and variants EB-5378-3 and EB-5378-3D) used in submarine data processing systems. Four approved sources have been identified: Coastal Design (CAGE 3EAU9), Electric Boat Corporation (CAGE 96169), and Datacon Inc. (CAGE 9M789). The acquisition is restricted to these sources under FAR 10 U.S.C. 3204(a)(1) authority based on the requirement for engineering source approval and design control activity certification to maintain part quality and interchangeability with systems currently in use. Market research conducted on January 2, 2025 via email and a Sources Sought Notice posted to SAM.gov on the same date for five business days yielded responses from three of four vendors contacted. The item has been determined non-commercial based on GSA and internet search results returning no matches. No reasonable expectation exists for two or more responsive small business offers, precluding small business set-asides. The solicitation will be posted to the DLA Internet Bid Board System for a minimum of 30 days with an anticipated synopsization date of April 9, 2025. The Contracting Officer certified cost fairness through price comparison analysis and historical pricing data. Approval authority is designated to the Competition Advocate for values exceeding $750,000 up to $15,000,000.
