About this file

This is a Justification for Other Than Full and Open Competition (JOFOC) document for federal procurement solicitation SPE7MC24R0018 issued by the Defense Logistics Agency (DLA) Land and Maritime.

The acquisition seeks 321 units of a forward propeller (NSN 2010-011372013) for DLA Direct stock inventory to support fleet readiness. The contract type is Firm-Fixed Price with quantity ranges of 1-80 EA, 81-160 EA, 161-240 EA, and 241-321 EA to accommodate potential requirement changes. The procurement is restricted to a single approved manufacturing source: Reinhold Industries, Inc. (CAGE 2D301). This restriction is justified under 10 U.S.C. 3204(a)(1) and FAR 6.302-1 based on AMSC Code C designation, which requires engineering source approval by the design control activity to maintain part quality. The approved source retains exclusive manufacturing knowledge and technical data not economically available to the Government and essential for maintaining part quality. The justification cites extensive market research conducted on 07.08.2024 and 01.16.2025, including a Sources Sought Notice posted to SAM.gov, vendor contact with Reinhold Industries and Seal Dynamics LLC, and internet searches that yielded no alternative qualified sources. The Government will conduct price analysis comparing proposed prices to historical pricing and will request certified cost or pricing data as required under FAR 15.403-4. The acquisition will be synopsized on approximately 03.14.2025 for 15 days, dealers will be solicited, and the solicitation will be posted to the DLA Internet Bid Board System for a minimum of 30 days. The document was certified by the Contracting Officer on 03.20.2025 and approved by the Competition Advocate on 04.18.2025.

The following AMSC description is available in DFARS PGI 217.7506 Part 2:

AMSC C. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s).
