About this file

This is a Justification for Other Than Full and Open Competition (J&A) filed by the Defense Logistics Agency Land and Maritime under Solicitation No. SPE7MC25R0009, dated October 2025.

The Government is acquiring 44 units of a Valve, Relief, Pressure and Temperature (NSN 4820014183217) designed to release under excessive pressure and/or temperature by opening at a predetermined pressure and/or temperature, with thermostatically operated closure when pressure is relieved or temperature is reduced. The acquisition is restricted to a single source, ITT AEROSPACE CONTROLS LLC (CAGE codes 73760 and 98087), based on the determination that this is the only source known to have the capability of furnishing supplies that are form, fit, and functionally interchangeable with those currently used on the supported weapons system. The contract type is Firm-Fixed Price with Fixed Quantity and no options. The statutory authority for the limited competition is 10 U.S.C. 3204(a)(1), applicable under FAR 6.302-1, with an AMSC classification of B per DoD-STD-100 standards. The Product Specialist certified the accuracy of the approved source and applicable AMSC codes on October 15, 2025.

Competition efforts included posting a Sources Sought Notice on SAM.gov on June 16, 2025 for ten business days, which yielded no additional vendors on the interested vendors list; however, Begini Howard Private Equity (BHPE), LLC responded to the notice. A market survey was conducted from June 16-27, 2025, contacting only ITT AEROSPACE CONTROLS LLC, which did not respond. Procurement history review and general internet search yielded no alternative manufacturing sources. The solicitation will be posted to the DLA Internet Bid Board System for a minimum of 30 days and includes DLAD Procurement Note L22 restricting alternate offers for source-controlled items. Fair and reasonable pricing will be established through comparison of proposed prices to historical data and certified cost or pricing data as required. The justification requires Competition Advocate approval for estimated contract values exceeding $900,000 to $20,000,000.
