About this file

This is a Justification for Other Than Full and Open Competition (J&A) document for a spare parts acquisition under Federal Acquisition Regulation (FAR) 6.103-1.

The Defense Logistics Agency (DLA) Land and Maritime is acquiring 130 units of Flow Switches (NSN 5930-01-715-7413) for use on B-52 Aircraft under solicitation number SPE7M526R0010. The acquisition is restricted to two approved sources: KBR Wyle Services (CAGE 3ZUK0) and Valcor Engineering (CAGE 96487). The restriction is justified under 10 U.S.C. 3204(a)(1) based on AMSC Code 2 (suitable for competitive acquisition for the first time) and AMSC Code C (parts requiring engineering source approval by the design control activity to maintain quality). The part requires these approved sources due to unique design capability, engineering skills, and manufacturing knowledge retained by the qualified sources. The Government determined that Valcor Engineering was approved as an additional source on February 24, 2026, through document DSCC-VF-26-06208. A Sources Sought Notice was posted on SAM.gov on January 27, 2026, yielding one response from Transaero (CAGE 27541), a small business dealer, which was deemed unable to supply from its own manufacturing capability. A market survey conducted January 27 through February 3, 2026, contacted KBR Wyle Services and received a response from Transaero. The solicitation will be posted to the DLA Internet Bid Board System for 30 days beginning March 11, 2026. Fair and reasonable pricing will be established through comparison of proposed prices to historical data and certified cost or pricing data. The justification was signed by Contracting Officer Wallace Christopher L. Pher on March 11, 2026, and approved by Competition Advocate Melendez William M. on March 13, 2026. Approval authority is required from the Competition Advocate for contracts valued over $900,000 to $20,000,000.

4. The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1) as implemented by FAR 6.103-1.

5. The Government requires spare parts that are form, fit, and functionally interchangeable with those currently used on the supported end item or weapon system. The acquisition is restricted to the following source(s) of supply, which are the only source(s) known to have the capability of furnishing the required supplies and the only source(s) currently approved by the design control activity.

The use of the authority at 10 U.S.C. 3204(a)(1) is based on:

[X] AMC 2. Suitable for competitive acquisition for the first time.

The following AMSC descriptions are available in DFARS PGI 217.7506 Part 2.

[X] AMSC C. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. If one source is approved, AMCs 3, 4, or 5 are valid. If at least two sources are approved or if data is adequate for an alternate source to qualify in accordance with the design control activity's procedures, AMCs 1 or 2 are valid.
