About this file
This is a Justification for Other Than Full and Open Competition (FAR 6.302-1) document for Defense Logistics Agency (DLA) Land and Maritime procurement solicitation SPE7LX-25-R-X024.
The Defense Logistics Agency is acquiring pneumatic brake valves (NSN 2530-01-360-6198, Part Number 599827) manufactured by Dana Commercial Vehicle Manufacturing as the sole approved source. The procurement covers an indefinite-quantity, indefinite-delivery contract with a 5-year total length consisting of a 3-year base period and 2 one-year option periods. Annual demand is 2,428 units. The contract type is Firm-Fixed Price under FAR Subpart 13.5. The justification cites 10 U.S.C. 3204(a)(1) authority and AMSC B restrictions based on source control and design control requirements, as Spicer Heavy Axle & Brake (a Dana subsidiary) was the previous approved manufacturing source with recent technical certification. The Government requires spare parts that are form, fit, and functionally interchangeable with those currently used on supported vehicles. A Sources Sought Notice posted March 7-17, 2025 yielded no responses. A market survey conducted March 5-25, 2025 contacted eleven vendors; five responded (Ruta Supplies, Global Logistics Strategies, Badger Truck and Automotive Group, PCX Inc., and Giga Inc.), with three expressing interest in pursuing long-term contracts. The solicitation will be synopsized July 19, 2025 for 15 days and posted to the DLA Internet Bid Board System for a minimum of 30 days. Fair and reasonable pricing will be determined through price analysis compared to historical prices and certified cost or pricing data as required.
