DLA Land & Maritime Justification for Other Than Full & Open Competition (February 2025)
[X] A Sources Sought Notice was posted to Contract Opportunities on SAM.gov on 2/13/2025 for a period of five business days and yielded the following results: No new potential sources of manufacturer or supply responded.
Market Survey:
[X] A market survey was conducted on/during 2/13/2025 through 2/21/2025 and again 4/2/2025 thru 4/8/2025.
Names and CAGE Codes of vendors contacted: Pulsetech Products Corporation (00NQ8), A. M. S. Network, LLC (6PVX3), Arkan Logistics LLC (9YNM3), Bighorn Solutions LLC (9AXZ6), Computer Locators, INC (0USU9), Graphene Manufacturing Technology (7CZE3), Opatik Defense Manufacturing, LLC (7EWN8), Wasterans LLC (7ZHV8). These vendors other than Pulsetech are dealers who have provided quotes for 1 or more of these items in recent years. All vendors have a current status in SAM with no current exclusions.
Names and Commercial and Government entity (CAGE) code of vendors responding: Pulsetech Products Corporation (00NQ8) was the only vendor to provide the market research information requested. All other vendors were non-responsive to any follow up emails.
Summary of information received relevant to sourcing:
All three of these NSNs are commercial items and are for sale to the general public with the prices posted on Pulsetech Products Corporation’s (00NQ8) website. Additionally, all three COTS indicators indicate that these items are commercial. No Commercial Item Determinations could be found in the CID Database in PIEE.
The two battery chargers are used in non-government applications commercially and by military services to charge vehicular type batteries for both 12/24 volt systems. Pulsetech’s patented pulse technology removes lead-sulfate crystals that cause battery failure, extending battery life. PulseTech’s systems optimize charging cycles to ensure maximum battery longevity. Independent testing shows a threefold increase in battery life, reducing the need for frequent replacements. Fewer replacements lead to significant savings in battery costs and maintenance.
Pulsetech’s NSN 6130-015327711 is a 12/24 volt, steel enclosed, rolling battery charger designed for use in a shop or facility setting to charge up to twelve batteries (Valve-Regulated Lead-Acid, Absorbent Glass Mat, gel & flooded cell) simultaneously. NSN 6130-015003401 is a steel enclosed, rolling battery charger designed to charge batteries that are installed in a vehicle. NSN 5998-016910141 is a back plane assembly or motherboard assembly (per Haystack) that upgrades 2008 model or newer pallet chargers (NSN 6130015327711) at about one-half the cost of a new unit. See Attachment_2_MRCDM.
Researching GSA Advantage, NSN 6130-015003401 is on a GSA Schedule Contract 47QSWA22D005V. NSN 6130-015327711 is sold in a set with NSN 6130-015003401 and other Pulsetech items on GSA Contract 47QSWA22D005V under part number (PN) 746X100. NSN 6130-015327711 as a single item is not included in a GSA Contract. Both NSNs show up on GSA Contract 47QSWA22D005V in procurement history due to sales of PN 746X100 which is the set of multiple items. See Attachment_2_MRCDM.

Accordingly, the proposed acquisition constitutes a consolidation of contract requirements as defined in FAR 2.101 and 7.107-2 because the proposed procurement will result in a single contract or a multiple award contract for items that DLA Land and Maritime previously procured under separate acquisitions, each of which was lower in cost than the total cost of the contract for which offers are solicited. See Attachment 4 – Consolidation Memorandum.
General Internet Search:
[X] A general internet search for potential manufacturing sources other than those listed above Section 5 above yielded the following results:
Searching for de-sulfating battery charger -12 bank charger returned many results for different types of battery chargers. Many of them were trinkle type chargers designed to keep a battery charged but most do not have a de-sulfating function. Additionally, the largest bank charger found was an 8 bank which again did not mention a de-sulfating function. Most of these chargers are made with plastic housing made for home use whereas the Pulsetech chargers we are buying on this project are large steel cased chargers that are much more durable than plastic housed cheaper versions.
Searching for car battery charger de-sulfator resulted in much of the same items as the prior search but did return a few small charger de-sulfators that are small plastic housing chargers designed to charge 1 battery. Again, these items appear to be designed for home use to charge and maintain automotive style batteries for vehicles, ATV’s, boats, tractors. Pulsetech’s chargers are designed for shop or industrial use and are built heavy cart style chargers with wheels and steel housings, one of which can charge and maintain up to 12 batteries.
Given the technological features of Pulsetech’s items described as: “patented pulse technology removes lead-sulfate crystals that cause battery failure, extending battery life; PulseTech’s systems optimize charging cycles to ensure maximum battery longevity; Independent testing shows a threefold increase in battery life, reducing the need for frequent replacements”, no exact match to the Pulsetech items in terms of features and technology could be found.
9. A listing of sources, if any, indicating an interest in the acquisition is: Pulsetech Products Corporation (00NQ8).
10. The following actions are being taken to overcome barriers to competition before any subsequent acquisition is made:
[X] The solicitation contains DLAD Procurement Note, L04 Offers for Part Numbered Items, which describes the process for submitting an alternate offer on the current procurement and requesting evaluation of an alternate product’s technical acceptability for future procurements of the same item.
DLA Land and Maritime encourages vendors that may be interested in becoming an approved source, even if there is not an active solicitation, to contact the DLA Land and Maritime Source Approval Monitor at DSCCAO- SAR@dla.mil for additional information on the steps required to submit a Source Approval Request Package for evaluation.
