About this file

This is a Justification for Other Than Full and Open Competition (J&A) document filed by the Defense Logistics Agency (DLA) Weapons Support (Columbus) for solicitation SPE7L326RX009 under FAR 6.302-1, authorizing acquisition from a limited number of responsible sources. The contracting activity seeks to procure Storage Battery units (NSN 6140-01-677-2079) on a firm-fixed-price, indefinite-delivery, indefinite-quantity basis for a one-year base period. The acquisition is restricted to INTELLIPOWER (CAGE 0UMT8) as the sole approved source, justified under 10 U.S.C. 3204(a)(1) based on AMC 3 (second or subsequent acquisition directly from manufacturer) and AMSC D (data for competitive acquisition is unavailable or cannot be obtained economically). The estimated base value and total contract value are redacted in the document. Prior acquisitions were conducted under the Simplified Acquisition Threshold, so no prior justification is available. The document is dated February 2025 and was certified by Product Specialist Karin Wilson.

Market research efforts included a Sources Sought Notice posted to SAM.gov on 8/6/25 for five business days, yielding one interested party (MAK ENGINEERING SERVICES, CAGE 7DUH6). A market survey was conducted on the same date, contacting four vendors: INTELLIPOWER (CAGE 0UMT8), KAMPI COMPONENTS (CAGE 7Z016), DELA TECHNOLOGY (CAGE 2U435), and MDF INTERNATIONAL (CAGE 1P0H6). Two vendors responded; INTELLIPOWER confirmed it manufactures the exact item sold in the market with published pricing and a commercial distribution network, while MDF Technologies provided Intellipower's survey responses. The acquisition will be synopsized on 2/10/26 for one day and posted to the DLA Internet Bid Board System for a minimum of 10 days. The justification includes DLAD Procurement Note L04 to allow alternate offers and encourages interested vendors to contact the DLA Source Approval Monitor at DSCCAO-SAR@dla.mil to pursue approval as future sources. The document requires Competition Advocate approval due to the contract value exceeding $900,000.
