About this file

This is a Justification for Other Than Full and Open Competition (J&A) document under FAR 6.302-1 for solicitation SPE7L125R0105 issued by the Defense Logistics Agency (DLA) Land and Maritime.

The acquisition concerns six actuating cylinders (NSN 3040-012027293, P/N 2012B2-10) with a 100% option for the H-60 Seahawk helicopter, classified as a Navy Critical Safety Item. The procurement is restricted to two approved sources: Goodrich Corporation (CAGE 13002) and Ontic Engineering & Manufacturing, Inc. (CAGE 45934). The justification cites 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1, based on AMSC Code C, which requires engineering source approval by the design control activity to maintain part quality. The approved sources retain proprietary manufacturing knowledge and technical data not economically available to the Government and essential for maintaining part quality. The contracting officer determined the anticipated cost will be fair and reasonable based on price analysis comparing proposed prices to historical pricing data, with certified cost or pricing data requested as required by FAR 15.403-4. The contract will be firm-fixed-price.

Market research efforts included posting a Sources Sought Notice on SAM.gov on June 24, 2025 for five business days (yielding no results), conducting a market survey of Ontic Engineering & Manufacturing, Inc. on June 24 and July 1, 2025 (no responses), reviewing procurement history (no alternative sources identified), and performing a general internet search (no alternative sources found). The solicitation will be synopsized on or about July 9, 2025 for 15 days, posted to the DLA Internet Bid Board System for a minimum of 30 days, and dealers of approved sources will be solicited. Procurement Note L04 will allow vendors to submit alternate offers and request technical acceptability evaluation for future procurements. The justification, exceeding $750,000, requires Competition Advocate approval and was signed by the Contracting Officer on July 10, 2025, and approved by the Competition Advocate on July 11, 2025.

The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. If one source is approved, AMCs 3, 4, or 5 are valid. If at least two sources are approved or if data is adequate for an alternate source to qualify in accordance with the design control activity's procedures, AMCs 1 or 2 are valid.

On 6/23/2025 the Product Specialist of record certified the accuracy of the approved source(s) and applicable AMC/AMSC codes. This NSN is a Navy Critical Safety Item CSI). A copy of the certification is attached.
