About this file

This is a Sole Source Justification for a federal contract opportunity issued by the Defense Microelectronics Activity (DMEA), located at 4234 54th Street, McClellan, California.

The requirement is for a new Firm Fixed Price contract using RDT&E funds to acquire Synopsys TCAD Sentaurus software modules (Device Power and Structure Editor), Synopsys Sentaurus Parallel tool licenses, and Synopsys electronic design automation (EDA) tools, along with associated annual maintenance and support services. DMEA utilizes these EDA tools in its integrated circuit design flow for complex Application Specific Integrated Circuits (ASICs) and Field Programmable Gate Array (FPGA) designs. The TCAD Sentaurus Device Power module provides electrical simulations for compound materials, specifically Silicon carbide, while the Structure Editor module enables direct CAD operations for geometric structure creation without requiring an existing Silicon carbide process recipe. The justification for sole sourcing to Synopsys is based on the proprietary nature of both the software modules and the required support and maintenance services. The Project Engineer contacted Synopsys to determine if authorized resellers could provide the software and support services; Synopsys confirmed that only they can update and maintain their EDA tools software. No competition was sought or actions were taken to increase competition, though market research will be conducted for future requirements to identify any emerging sources. The contracting officer, Mike Hallock, has determined the anticipated costs will be fair and reasonable based on an Independent Government Estimate and previous purchases, and certified the justification as accurate and complete.

DMEA JA #26-18

Defense Microelectronics Activity 4234 54th Street, McClellan, CA 95652

SOW #26-6E2

Sole Source Justification

1. Agency and Contracting Activity: Office of Secretary of War, Defense Microelectronics Activity (DMEA).

2. Nature/Description of Action: This requirement is for a new Firm Fixed Price contract, using RDT&E funds, to acquire Synopsys TCAD Sentaurus software modules (Device Power and Structure Editor), Synopsys Sentaurus Parallel tool licenses, and Synopsys electronic design automation (EDA) tools.

3. Description of Supplies/Services: DMEA uses Synopsys electronic design automation (EDA) tools in the integrated circuit (IC) design flow, complex Application Specific Integrated Circuits (ASIC) and Field Programmable Gate Array (FPGA) designs. Annual maintenance is required through Synopsys for continuous updates and support for these EDA tools.

4. Authority Cited: FAR 13.501(a) Soliciting from a single source; 41 U.S.C. 1901.

5. Reason for Authority Cited: DMEA uses Synopsys EDA tools in the IC design flow. The TCAD Sentaurus Device power software module is an enhancement of SDevice tool because it has the capability of electrical simulations for compound materials needed for Silicon carbide.

The software module TCAD Sentaurus Structure Editor is an enhancement of SProcess tool because it has the capability of direct CAD operations for the creation of geometric structures without the need of an existing silicon carbide process recipe.

Synopsys is the only source that can provide the software modules TCAD Sentaurus Device Power and TCAD Sentaurus Structure Editor because they are a software enhancement for actual TCAD software modules (SDevice and Sprocess). In addition, the actual software modules lack the capability of compound material (Silicon Carbide) analysis for current-voltage simulations.

Moreover, the required software support and maintenance software products are proprietary to Synopsys.

Synopsys Design Tools Environment provides a UNIX based design environment for digital hardware design, simulation and synthesis for complex ASIC and FPGA designs. Only Synopsys can provide software support and maintenance for Synopsys products. Synopsys products are proprietary; thus no one else but Synopsys can provide the required software support and maintenance.

6. Efforts to Obtain Competition: No action was taken to obtain competition because the required software and support services are proprietary to Synopsys. The combined synopsis and solicitation and this approved justification will be posted on SAM.gov.

DMEA JA #26-18

7. Fair and Reasonable Cost Determination: I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. This determination is based upon the Independent Government Estimate (IGE) and previous purchases.

8. Market Research: The Project Engineer contacted Synopsys to determine if there were any authorized resellers that could provide the required software and support services. Synopsys stated that their software is proprietary and therefore only Synopsys can update and maintain its EDA tools software.

9. Other Facts: None.

10. Listing of Sources: Synopsys, Inc.

11. Actions to Increase Competition: No action was taken to increase competition since the software and support services are proprietary to Synopsys. Market research will be conducted for future requirements in order to identify any emerging sources.

12. Contracting Officer Certification: I certify that this justification is accurate and complete to the best of the contracting officer’s knowledge and belief.
