About this file
This is a Single Source Justification document for a Defense Microelectronics Activity (DMEA) contract to procure production assembly and testing services for the DMEA-5521 Linear Variable Differential Transformer (LVDT) integrated circuit. The contractor will perform wafer dicing, packaging, and screening for the LVDT IC (Re-Spin) in accordance with DMEA PWS 25-5E6. The anticipated contract value is $203,000.00 on a Firm Fixed Price basis. The solicitation will be posted on SAM.gov, and all responsible offers will be considered despite the single-source justification.
Golden Altos is the identified contractor, located at 402 South Hillview Drive, Milpitas, CA 95035, with point of contact Ben Mendoza at (408) 956-1010 x110. The justification cites Golden Altos' previous performance under contracts H9400310P1022, HQ072715P1524, HQ072720P0012, and HQ072722P0016, as well as their proven experience in LVDT IC packaging, assembly, and testing for Virginia class submarine applications. Critical factors supporting the single-source award include Golden Altos' ability to perform all services in-house, ITAR registration compliance, small business status under NAICS 541330, and their deep understanding of the project's complexities. The Contracting Officer, Mike Hallock, determined the anticipated cost to be fair and reasonable based on an Independent Government Estimate and previous purchases, with market research confirming limited availability of contractors capable of performing comprehensive IC packaging services in-house.

DMEA # 26-03
Defense Microelectronics Activity 4234 54th Street, McClellan, CA 95652
PWS # 25-5E6
Single Source Justification
1. Agency and Contracting Activity:
Office of Secretary of Defense, Defense Microelectronics Activity (DMEA).
2. Nature/Description of Action:
This acquisition is for a new Firm Fixed Price contract to procure production assembly and testing for the DMEA-5521 Linear Variable Differential Transformer (LVDT) integrated circuit (IC) (Re-Spin).
3. Description of Supplies/Services:
The contractor shall perform wafer dicing, packaging, and screening for the DMEA-5521 LVDT IC (Re-Spin) in accordance with DMEA PWS 25-5E6. The anticipated dollar value of this procurement is $203,000.00.
4. Authority Cited:
FAR 13.106-1(b)(1)(i), Soliciting from a single source.
5. Reason for Authority Cited:
DMEA has been supporting new construction efforts for the Virginia class submarines since 2005 by re-engineering the LVDT IC which is no longer available. This component is used in the Submersible Electronic Limit Switch (SELS) assembly on various classes of submarines. This task supports the package, assembly and test of the DMEA-5521 IC for the In-Service Sustainment Fast Attack Submarines.
Wafer dicing, packaging, and screening for the DMEA-5521 LVDT IC was previously procured from Golden Altos under contract HQ072722P0016. Moreover, Golden Altos has previously provided services/supplies which include wafer dicing, supplying needed 18 pin sided-brazed packages and lids, packaging and assembly, shipping tubes for packaged parts and Class Q/B assembly process qualification testing and reports. Golden Altos can perform all desired services in-house and do not require each task to be contracted separately. Additionally, Golden Altos is International Traffic in Arms Regulation (ITAR) registered, which the US government mandates that any company that manufactures, exports, as well as brokers of defense articles, defense services, or a company that is involved with related technical data, must be ITAR compliant.
Furthermore, pursuing other contractors who do not have the combined experience and focus on wafer dicing, packaging and screening as well as ITAR registration may result in damage to DMEA’s supply of wafers, which is too great a risk for this project. Golden Altos' proven track record, deep understanding of this project's complexities, and demonstrated execution capabilities make a single-source award the most advantageous approach for the government.
This approach will significantly minimize the risk of unnecessary delays, control costs by avoiding the complexities of managing unknown vendors with no technical background or familiarity, and maximize the probability of another successful completion, ultimately ensuring the availability of reliable LVDT IC components for critical defense applications.

6. Efforts to Obtain Competition:
No action was taken to obtain competition. The solicitation, accompanied by this approved justification will be posted on SAM.gov. All responsible offers will be considered.
7. Fair and Reasonable Cost Determination:
I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. This determination is based upon the Independent Government Estimate (IGE) and previous purchases.

8. Market Research:
Internet searches for test labs who perform production, assembly and testing with focus in wafer dicing, packaging and screening were researched. The result of the market research showed that many contractors only perform printed circuit board fabrication and assembly and do not perform IC packaging services in-house. However, based on previous purchases, Golden Altos was identified as a company that can perform all desired services in-house and has previous experience in LVDT IC packaging, assembly, and testing of limited production units with focus in wafer dicing, packaging, assembly, screening, and qualification testing. Additionally, Golden Altos is ITAR registered and a small business under NAICS 541330.
9. Other Facts:
Golden Altos has performed previous services under contracts H9400310P1022, HQ072715P1524, HQ072720P0012 and HQ072722P0016.

11. Actions to Increase Competition:
For subsequent acquisitions, market research will be conducted to identify potential vendors.
12. Contracting Officer Certification:
I certify that this justification is accurate and complete to the best of the contracting officer’s knowledge and belief.
