Sole Source Justification
1. Agency and Contracting Activity: Office of Secretary of Defense, Defense Microelectronics Activity (DMEA).
2. Nature/Description of Action: This requirement is for a new Firm Fixed Price contract, using RDT&E funds, to acquire Synopsys TCAD Sentaurus software modules (Device Power and Structure Editor), Synopsys Sentaurus Parallel tool licenses, and Synopsys electronic design automation (EDA) tools.
3. Description of Supplies/Services: DMEA uses Synopsys electronic design automation (EDA) tools in the integrated circuit (IC) design flow, complex Application Specific Integrated Circuits (ASIC) and Field Programmable Gate Array (FPGA) designs. Annual maintenance is required through Synopsys for continuous updates and support for these EDA tools. The estimated value of this procurement is $291,439.00.

5. Reason for Authority Cited:
DMEA uses Synopsys EDA tools in the IC design flow. The TCAD Sentaurus Device power software module is an enhancement of SDevice tool because it has the capability of electrical simulations for compound materials needed for Silicon carbide. The software module TCAD Sentaurus Structure Editor is an enhancement of SProcess tool because it has the capability of direct CAD operations for the creation of geometric structures without the need of an existing silicon carbide process recipe.
Synopsys is the only source that can provide the software modules TCAD Sentaurus Device Power and TCAD Sentaurus Structure Editor because they are a software enhancement for actual TCAD software modules (SDevice and Sprocess). In addition, the actual software modules lack the capability of compound material (Silicon Carbide) analysis for current-voltage simulations.
Moreover, the required software support and maintenance software products are proprietary to Synopsys.
Synopsys Design Tools Environment provides a UNIX based design environment for digital hardware design, simulation and synthesis for complex ASIC and FPGA designs. Only Synopsys can provide software support and maintenance for Synopsys products. Synopsys products are proprietary; thus no one else but Synopsys can provide the required software support and maintenance.

6. Efforts to Obtain Competition: No action was taken to obtain competition because the required software and support services are proprietary to Synopsys. The combined synopsis and solicitation and this approved justification will be posted on SAM.gov.
7. Fair and Reasonable Cost Determination: I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. This determination is based upon the Independent Government Estimate (IGE) and previous purchases.

8. Market Research: The Project Engineer contacted Synopsys to determine if there were any authorized resellers that could provide the required software and support services. Synopsys stated that their software is proprietary and therefore only Synopsys can update and maintain its EDA tools software.

11. Actions to Increase Competition: No action was taken to increase competition since the software and support services are proprietary to Synopsys. Market research will be conducted for future requirements in order to identify any emerging sources.
